t <br />I <br />s. <br />• (d) The owner of such vehicle may reclaim it upon payment of the <br />charges for towing and storage, which charges shall constitute a lien on the <br />vehicle in favor of the towing and storage operator. Such charges shall <br />be in addition to any fine which may be levied for parking in violation of <br />this chapter. <br />(e) The police officer supervising the removal of a vehicle hereunder <br />shall make certain that it is locked or sealed in a manner adequate to <br />insure against wrongful entry or use and to safeguard the contents thereof. <br />If the vehicle is parked in an unlocked condition he shall make an <br />inventory of any items of obvious value contained within the vehicle prior <br />to its removal. <br />(f) In all other respects the removal and disposition of such vehicles <br />shall be performed in accordance with the provisions of Section 16-13. <br />Section 17-16: Delete as written and insert the following: "It shall <br />be unlawful for any person to engage in disorderly conduct. A person is <br />guilty of disorderly conduct if, with the intent to cause public <br />inconvenience, annoyance or alarm, or recklessly creating a risk thereof, <br />he: <br />• (a) In any street, highway, public building, or while in or on a <br />public conveyance, or public place engages in conduct having a direct ten- <br />dency to cause acts of violence by the person or persons at whom, <br />individually, such conduct is directed; provided, however, such conduct <br />shall not be deemed to include the utterance or display of any words or to <br />include conduct otherwise made punishable under this Code or Title 18.2 of <br />the Code of Virginia; or <br />(b) Wilfully, or being intoxicated, whether wilfully or not, disrupts <br />any meeting of the governing body of any political subdivision of this state <br />or a dvisiion or agency thereof, or of any school, literary society or <br />place of religious worship, if such disruption prevents or interferes with <br />the orderly conduct of such meeting or has a direct tendency to cause acts <br />of violence by the person or persons at whom, individually, such disruption <br />is directed; provided, however, such conduct shall not be deemed to <br />include the utterance or display of any words or to include conduct other- <br />wise made punishable under this Code or Title 18.2 of the Code of Virginia. <br />The person in charge of any such building, place, conveyance or meet- <br />ing may eject therefrom any person who violates any provision of this <br />section, with the aid, if necessary, of any persons who may be called upon <br />for such purpose. <br />• <br />
