All buildings and <br />uses permitted in the Architectural Design Control District, with the <br />• exception of single family detached dwellings, single family attached <br />dwellings not exceeding two units, and two family dwellings, shall be <br />subject to the requirements of articles XVII and XIX. <br />Section 31-130. Same Powers and duties. <br />(a) The board of architectural review shall pass upon the appropriate- <br />ness of exterior architectural features of buildings and structures and <br />their surroundings hereafter erected, reconstructed, altered or restored <br />in the restricted design district wherever such exterior features are <br />subject to public view from a part of any public street or place within <br />the restricted design district. All plans, elevations and such other <br />infor-mation deemed necessary by the board to determine the appropriateness <br />of the exterior features of such buildings shall be made available to the <br />board by the applicant, through the office of the zoning administrator. <br />(b) The board, in passing upon the appropriateness of exterior <br />architectural features, in any case, shall adhere to the purposes set <br />forth in §31-126 and shall consider among other things the general design <br />of buildings or structures which shall be harmonious with the architectural <br />and historic character of the buildings, structures, and places in -the <br />H#star#e-Preservetten-een@-Arek3teetnre�-Besrgn-Eextre�-{ABE}-B3str#et- <br />• subject to this article as described in §31-127.2. <br />(c) The board shall not consider structural details, interior <br />arrangements or features not subject to public view from a part of any <br />street within the restricted design district. <br />(d) The board shall impose such requirements as it may deem appropriate <br />to assure that development will be compatible to the historic and cultural <br />aspect of the district. <br />Section 31-138.1. Historic landmarks commission - created. <br />For the purpose of promoting public knowledge and interest in the <br />historic and architectural heritage of the City of Charlottesville, and <br />to advise the citv council in these areas. there is herebv created a <br />storic Lanamarxs commission*,. <br />Section 31-139.1. Same - Number and qualification of members. <br />(a) The Historic Landmarks Commission shall be composed of seven <br />members appointed by city council, all of whom shall be residents of the <br />city. <br />0 <br />
