• Sec <br />3. <br />12-11.1. Unauthorized restoration of service <br />Whenever the director of finance determines that gas service which was <br />terminated for nonpayment has been restored by someone other than author- <br />ized personnel of the city, he shall have the metering device for that <br />address removed, and shall assess an additional charge of t arty dollars <br />such account. <br />Section 24-3.1. Failure to pay sewer charges when due. <br />to <br />Charges for sewer service imposed pursuant to this chapter shall be- <br />come part of the account for water service of each water customer and shall <br />be subject to the imposition of finance charges, and to termination of <br />water service for nonpayment as provided in section 29-5.1. <br />Section 29-1. Application for service; deposits, making <br />connections and installing meters; temporary <br />connection; charge for turning on water. <br />(a) Whenever any person owning or leasing property for which water <br />service has been installed desires the initiation of water delivery, he shall <br />make written application to the director of finance on forms prescribed by <br />the director of finance. For domestic consumers, such application shall be <br />• accompanied by a deposit of €4ee-dei+ars ten dollars. For commercial <br />consumers, the deposit shall be based on estimated consumption, but shall <br />not exceed twenty-five dollars. There shall be a serve charge of twe-deilars <br />five dollars for turning on water service, either initially or after it has <br />been discontinued. <br />Section 29-5.1. Delinquent accounts; finance charge; <br />termination of service. <br />(a) All bills for water and sewer service and other charges rendered <br />pursuant to this chapter shall be payable upon presentation, and shall be <br />considered to be in arrears if not paid prior to the rendering of the next <br />monthly billing. Any amount for which payment has not been received within <br />thirty days of the initial billing shall be subject to the imposition of a <br />finance charge of one percent per month for each month until payment is made. <br />(b) Payments received on any account shall be first applied to the <br />amount of any unpaid finance charge, then to amounts in arrears reducing <br />the oldest charges first, then to current billinqs. <br />(c) In addition to the finance charge imposed under subsection (b), <br />• the director of finance may order the termination of service to any customer <br />
