• <br />Pg. 4 <br />construction, to idemnify and save harmless the city, its citizens, <br />residents and property owners against any and all loss by reason of <br />failure to comply with the requirements of this chapter and from <br />neglect or carelessness in performance of the work. This subsection <br />(a) shall not apply to a Class "A" contractor registered by the Common- <br />wealth of Virginia. <br />(b) Such registration and bond shall be renewed annually and <br />delivered to the building official on or before the first day of <br />May of each year. Such registration and bond shall be properly <br />recorded and filed in the department of public works, inspections <br />division, and shall be open to public inspection during office hours. <br />(c) The building official may suspend the registration of any <br />person found to be willfully in violation of the requirements of <br />this chapter and may revoke a permit or approval issued under the <br />terms of this chapter in case there has been any false statement or <br />misrepresentation as to a material fact in the application or plans <br />on which a permit or approval was based. <br />(d) No person shall be issued a license to engage in the <br />• contracting business until certified as a level two worker, and then <br />only upon presentation of such certification to the commissioner of <br />the revenue of the city. <br />Section 5.05-7. Certification of electrical, plumbing <br />and building -related mechanical workers. <br />Any person who engages in, or offers to engage in, electrical, <br />plumbing or building -related mechanical work in the city, for the <br />general public for compensation, must first obtain a certificate <br />from the building official. Such certificate is a prerequisite to <br />obtaining, and is not in lieu of, a license issued by the commis- <br />sioner of the revenue. <br />Section 5.05-8. Levels of certification. <br />A certificate may be issued at one of two levels based on <br />ability and proficiency as demonstrated by the applicant in <br />specified areas of competence. The two levels are defined as follows: <br />(a) Level one. A level one certificate may be issued to <br />any person who possesses the necessary ability, proficiency and <br />• qualifications to perform the work of installing, repairing and <br />maintaining specified types of equipment and related apparatus, and <br />is capable of performing such tasks utilizing a working knowledge <br />sufficient to comply with the pertinent provisions of the Statewide <br />Building Code, and according to plans and specifications complying <br />
