• E • 2. (c) The board of architectural review: (1) Review any exterior changes or modifications and the state of maintenance and repair of buildings, structures, spaces, sites and landmarks and their environment subject to this chapter in the architectural design control district. (d) Historic landmarks commission: (1) Recommend to the city council (with supporting data) structures or sites for designation as historic landmarks. (2) Recommend to the city council (with supporting data) other structures and sites deemed to be historically, culturally or architecturally significant, for designation as such. (e) Downtown board of architectural review: (1) buildinq downtown arch exterior changes or modifica ect to the es sites and landmarks and their visions of this chapter in the control district. Section 31-127.2. Applicability. The provisions of this article shall apply to the following: (a) Structures and their environment within the architectural design control district as delineated on the city zoning district map. (b) Historic landmarks identified by the historic landmarks commission and the property upon which such landmarks are located when designated on the city zoning map by the city council. (c) Other historically architecturally or culturally significant structures or sites and the property upon which such structures are located when designated on the city zoning map by city council. (d) Structures in existence in 1880 and the property upon which such structures are located. (e) The environment, visible from any public street or place, immediately surrounding the structure and the property upon which such structure is located. (f) The exterior architectural character of the structures covered above. (g) Structures and their environment within the downtown archi- +act„ral desian control district as delineated on the city zoning map.
