3. <br />Section 31-128. Division content. <br />• A building or premises shall be used only for the purposes set <br />forth in the given district. In addition to the regulations and <br />requirements of each appropriate overlapped district, properties with- <br />in the categories set forth in §31-127.2 shall follow all the require- <br />ments set forth in this article. All buildings and uses permitted in <br />the architectural design control and downtown architectural design <br />control districts, with the exception of single family detached <br />dwellings, single family attached dwellings not exceeding two units, <br />and two family dwellings, shall be subject to the requirements of <br />articles XVII and XIX. <br />Section 31-129. Board of architectural review - <br />created. <br />For the purpose of making effective the provisions of this article <br />except within the downtown architectural design control district, <br />there is hereby created a board to be known as the board of architec- <br />tural review. <br />Section 31-130. Same - Powers and duties. <br />• (a) The board of architectural review shall pass upon the appro- <br />priateness of exterior architectural features of buildings and struc- <br />tures and their surroundings hereafter erected, reconstructed, <br />altered or restored in the restrieted-design-distriet architectural <br />design control district, or of other designated landmarks or struc- <br />tures wherever such exterior features are subject to public view <br />from a part of any public street or place within-the-restrieted-design <br />distriet. All plans, elevations and such other information deemed <br />necessary by the board to determine the appropriateness of the exterior <br />features of such buildings shall be made available to the board by <br />the applicant proposing to make such change, through the office of <br />the communitv development department. <br />(b) The board, in passing upon the appropriateness of exterior <br />architectural features, in any case, shall adhere to the purposes <br />set forth in section 31-126 and shall consider among other things the <br />general design of buildings or structures which shall be harmonious <br />with the architectural and historic character of the buildings, <br />structures, and places subject to this article as described in <br />§31-127.2. <br />(c) The board shall not consider structural details, interior <br />arrangements or features not subject to public view from a part of <br />• any street within the restricted design district. <br />(d) The board shall impose such requirements as it may deem <br />appropriate to assure that development will be compatible to with <br />
