• (4) Not within ten feet of a fire hydrant, public <br />telephone, fire escape, driveway of a fire or <br />police station or hospital, bus stop or loading <br />zone. <br />Section 25-47. Special rules for downtown mall locations. <br />(a) General. Because the downtown mall, located on <br />Main Street between Seventh Street on the east and Water <br />Street on the west, and including the area known as the <br />Central Place, has a special character as a gathering place <br />for pedestrians, presents special problems regarding access <br />for fire and emergency vehicles, and represents an extraordinary <br />investment of public resources intended to create a unique <br />environment for trade and commerce, special public events <br />and the enjoyment of all citizens, the general rules regarding <br />location of vendors set forth in section 25-46 shall be <br />modified for application on the downtown mall as provided <br />below. <br />(b) Adjacent Businesses. Licensed businesses occupying <br />buildings abutting the downtown mall may place vendor stands, <br />displays or decorative objects such as flower boxes in the <br />• three foot strip of the mall immediately adjacent and parallel <br />to the buildings they occupy. However, such stands, displays <br />or decorative objects shall not be placed within five feet <br />of an intersecting sidewalk or street. The design and' <br />appearance of such stands, displays and decorative objects <br />shall be subject to review by the Downtown Board of Archi- <br />tectural Review as provided in section 25-51. <br />(c) Other Vendors. Vendors other than adjacent businesses <br />may sell only when their stands are located at one of the <br />eleven designated vendor locations in the central portion of <br />the downtown mall. City Council shall approve a map or plan <br />showing such designated locations and the location of a <br />vendor stand reserved for use by non-profit, tax-exempt <br />organizations conducting sales for fundraising purposes. <br />The plan shall be designed to provide reasonable spacing <br />among vendors, allow safe and uninhibited pedestrian move- <br />ment, and preserve open lanes for fire and emergency vehicles. <br />The approved map shall be kept in the office of the city <br />zoning administrator, who shall make copies available to <br />vendors and non-profit groups. <br />(d) Special Limits on Number of Permits. Permits for <br />• vendors on the downtown mall other than adjacent businesses <br />vending pursuant to section 25-46(b) shall be issued on an <br />-3- <br />
