• annual basis, except for temporary permits for non-profit <br />organizations exempt from business license taxes, which may <br />be issued for periods of time not exceeding three days. No <br />more than seven such annual permits shall be in effect at <br />any one time. Only one temporary permit for a non-profit <br />group shall be in effect per day. <br />(e) Special Events. The restrictions on the number and <br />location of vendors imposed by this section may be suspended <br />for special events determined in advance by City Council to <br />have a public or quasi -public character, provided that in no <br />event shall vendor stands be permitted in areas of the mall <br />designated as fire lanes. <br />Section 25-48. Provisions applicable to all vendors. <br />(a) Size of stands. No vendor's stand shall exceed <br />eight feet in length, four feet in width or eight feet in <br />height, except stands for the ten downtown mall locations, <br />which may be as large as eight feet long, eight feet wide <br />and eight feet high. <br />• (b) Hours of operation. No vendor shall operate in <br />the City except between the hours of 7:00 a.m. and 10:00 <br />p.m. All stands must be removed from public property during <br />non-operating hours. Hours of operation may be extended by <br />the City Manager for approved special events. <br />(c) Signs. No signs shall be permitted on or with any <br />vendor stand except for price signs and a sign or logo not <br />more than two square feet in area identifying the name of <br />the vendor or the product being sold. <br />(d) Vending machines. No coin-operated vending machines <br />shall be permitted in any portion of a public street, sidewalk <br />or right-of-way, except for boxes for the vending of newspapers. <br />(e) Stands in streets. No vendor stand shall be <br />located in the portion of any street intended for the use of <br />motor vehicles. <br />(f) Motor propelled stands. No motor -propelled stands <br />shall be permitted. <br />(g) Noise limits. No noise generated in connection <br />• with any vending shall exceed 65 decibels when measured five <br />feet from its source, as defined in Chapter 16.1 of this <br />Code. <br />-4- <br />
