• Section 31-164. Access to street or alley; parking near <br />building entrances; parking within setbacks. <br />Off-street automobile or vehicular parking spaces required <br />by this chapter shall have adequate access to a street or alley, <br />and such access and spaces shall not thereafter be reduced or <br />encroached upon. No vehicle shall be parked within six feet of <br />any entrance or exit to a building. Any parking, required or <br />otherwise, within required setbacks shall be subject to the <br />following regulations: <br />(a) Improved pParking for up to three (3) vehicles for <br />single family attached or detached or two-family dwellings, or <br />attached dwellings up to four two dwellings, may be located <br />within the required front, side and rear yard setbacks provided <br />that no more than 25% or 18 feet of the front yard street <br />frontage, whichever is greater, shall be improved for parking; <br />(b) Parking for multi -family dwellings and nonresidential <br />uses allowed in residential districts shall not be located within <br />the required front or side yard setbacks, however, such parking <br />may be located in the rear yard; <br />(c) Parking in all business and industrial districts shall <br />• not be within the required front yard setback, however, such <br />parking may be located in the side or rear yard setbacks. <br />However, dealers in motor vehicles may display such vehicles in <br />the required front yard. <br />Section 31-174.1. Standards for temporary and portable <br />signs requiring permits. <br />Temporary or portable signs are permitted subject to the <br />following standards: <br />(a) One (1) such sign, limited to two faces, may be located <br />on the property occupied by a permitted use. <br />(b) The sign is not located in any required off-street <br />parking space, driveway, alley or fire lane. <br />(c) The sign may be illuminated provided that it is not <br />flashing or movable and conforms to the City's Electrical Code. <br />(d) That a permit to locate such a sign be obtained from <br />the zoning administrator subject to the following, unless <br />specifically exempted by section 31-183. <br />(1) Such permit shall be issued for a period not to <br />exceed thirty (30) days; <br />(2) Such permits shall only be issued for properties <br />in the B-1, B-2, B3, B-4, h-1 and h-2 districts, and, <br />• (3) Such permits shall be issued for a given parcel no <br />more than four (4) times per year. <br />7 <br />
