noise, gas fumes, fire hazards and traffic. Such establishments <br />• may utilize up to ten (10) percent of the gross floor area for <br />fabrication of parts. <br />ARTICLE XVIII. HISTORICAL PRESERVATION AND ARCHITECTURAL <br />DESIGN CONTROL DISTRICTS <br />Section 34-574. Preapplication studies and conferences. <br />Prior to submission of an application for a certificate of <br />appropriateness, an owner may hold a conference with the chairman <br />of the BAR or the director of planning to discuss and review any <br />proposal for a change in a protected property. The principal <br />objective of this conference shall be to simplify and expedite the <br />formal review process. AApreapplication conference with the entire <br />BAR is required for the following developments in design control <br />districts: <br />LZ All development by the City of Charlottesville, or on <br />land owned by the City; <br />• (bj All development on property owned by the City which is <br />being sold for private development; <br />LZ All development being financed in whole or in part by the <br />Citv or another public entity: <br />(d)_ Any development with a projected construction cost of <br />$500,000 or more; and, <br />(eZ Any other development deemed significant by the Director <br />of Planning or the Chair of the BAR because of its size, location <br />or potential impact on surrounding properties. <br />On February 1, 1997, the requirement for a preapplication <br />conference with the entire BAR for developments listed in <br />subsections (a) through (e) of this section, shall be discontinued, <br />unless Citv Council specifically renews the provision by formal <br />Council action. <br />• <br />Page 4 of 9 <br />
