(d) All fees owed by an Alarm User pursuant to this section <br />• shall be made payable to the City Treasurer, and shall be received <br />by the Chief of Police or his designee within ten (10) days from <br />the date notice of the imposition of such fee is given, in writing, <br />to the Alarm User. An Alarm User who is delinquent in payment of <br />any fee(s) after the ten-day grace period shall receive no police <br />emergency response to signals generated by its Alarm System until <br />such debt has been satisfied. <br />Section 20-37. Denial or revocation of permission to install, <br />use or maintain an alarm system within the <br />city. <br />(a) An Alarm User may be denied permission to install, use, <br />operate or maintain any Alarm System within the City, and may be <br />required to disconnect and/or disable any such Alarm System, upon <br />a written determination by the Chief of Police or his designee that <br />the installation, use, operation and/or maintenance of the Alarm <br />System would constitute an unreasonable burden on police resources. <br />Any Alarm System which generates ten (10 ) or more False Alarms <br />within any four (4) day period of time and/or which, within the <br />preceding six (6) months has generated an average of five (5) or <br />more False Alarms per month, shall be deemed an unreasonable burden <br />on police resources. <br />(b) Permission to use, operate and/or maintain any Alarm <br />• System shall be deemed denied and/or revoked pursuant to Paragraph <br />(a) of this Section as of the date a certified letter identifying <br />the basis of the Police Chief's determination is mailed to the <br />Alarm User. Such Notice shall be mailed to the most recent address <br />of record provided by an Alarm User pursuant to Section 20-35. <br />(c) Upon denial or revocation of an Alarm User's permission to <br />install, use, operate or maintain an Alarm System, an Alarm User <br />shall not be eligible to install, use, operate or maintain any <br />Alarm System at the same location within the City until the <br />expiration of six (6) months after the denial and/or revocation. <br />(d) Upon conviction of a misdemeanor pursuant to Section 20-32 <br />of this Article, an Alarm User's permission to install, use, <br />operate and/or maintain any Alarm System within the City shall <br />automatically be revoked, without the requirement of any notice <br />from the City or its Chief of Police. Any Alarm User so convicted <br />shall not be authorized to install, use, operate or maintain any <br />Alarm System within.the City until the expiration of six (6) months <br />from the date of any such conviction. <br />(e) An Alarm User who wishes to appeal any fee imposed for a <br />False Alarm, or any denial or revocation of permission to install, <br />use, operate and/or maintain any Alarm System (including an order <br />to disconnect or disable such Alarm System) may appeal such action <br />to the City Manager as follows: <br />Page 4 <br />
