However, the YMCA shall not be required to <br />construct the redesigned access road nor to increase the parking <br />spaces beyond the 93 spaces currently in existence during the <br />first year of occupancy. During that initial year the Director of <br />Planning and Community Development and the City Traffic Engineer <br />shall monitor traffic and parking conditions on and around the <br />site. They shall report to the City Manager- not later than <br />September 1, 1988 their recommendations on whether the additional <br />15 parking spaces and the redesigned entrance and exist are <br />necessary. The City Manager shall decide and notify the YMCA not <br />later than October 1, 1988 whether either or both such require- <br />ments must be met, and the YMCA shall thereafter proceed promptly <br />to comply. If these items are not required and other requirements <br />are complete, the bond or guarantee may then be released. <br />BE IT FURTHER RESOLVED that upon issuance of a certificate of <br />occupancy for the recreational and daycare facilities covered by <br />this special permit, the special permits granted to the Charlot- <br />tesville Area Family YMCA for operation of recreational and <br />daycare facilities at the McIntire School site on U.S. Route 250 <br />Bypass, Birdwood Road, Hillcrest Road and Edgehill Road approved <br />by this Council on May 19, 1980, December 16, 1985 and November 3, <br />1986 shall be rescinded and declared null and void. <br />• Approved by Council <br />August 17, 1987 <br />C er c of Council <br />• <br />
