• C. That the City Manager, or his designee, is authorized and <br />directed to act on behalf of the city, to contract with the <br />Architects for such additional architectural and engineering <br />services as may be necessary to convert the preliminary designs and <br />specifications previously prepared to a point where the plans can <br />be used to secure construction bidding and final costs for this <br />Corner Area project. <br />D. That, if the projected costs of the project following <br />construction bidding do not exceed the estimated costs set forth in <br />Exhibit A hereto, the City Manager or his designee is further <br />authorized to implement this Corner Area project by contracting <br />with the lowest responsive and responsible bidder, and causing the <br />project to be completed. He shall also have full authority to <br />divide one or more portions of the construction work into phases in <br />order to minimize inconvenience on the part of affected owners and <br />the public. <br />E. That the City Manager be further authorized and directed <br />prior to commencement of construction of such improvements, to <br />close such portion of the streets within the Corner Area to motor <br />vehicular traffic and to take such actions as he may deem necessary <br />and proper to accomplish such closing traffic for purposes of <br />completing this project; and <br />• F. That the City Attorney is hereby directed to cause to be <br />recorded in the judgment docket of the Clerk's Office of the <br />Circuit Court of the City of Charlottesville an abstract of this <br />resolution in the same or substantially the same form as is <br />attached hereto as Exhibit A, all as allowed by Va. Code §15.1-247. <br />Such docketing shall be indexed in each of the names of the owners <br />shown on said abstract and shall thereby serve as notice that the <br />subject property is likely to be assessed in an amount and in the <br />manner provided by this resolution. <br />G. That the City Attorney be authorized and directed, upon <br />completion of such improvements, or one or more phases thereof, and <br />when the final costs have been ascertained, to prepare an ordinance <br />for Council's consideration, and undertake to publish such notices, <br />as may be necessary to complete the imposition of the special <br />assessments hereinabove referred to. <br />This will certify that the foregoing resolution is a true and <br />exact copy of the resolution adopted by the City Council of the <br />City of Charlottesville on this 4o""4' day of 1991. <br />Jea Cox, Clerk of Council <br />• <br />91-6-52 <br />
