171 <br /> <br />was available. <br /> <br /> Mr. Gouldman stated that he would discuss the matter <br />further with the Traffic Engineer. <br /> <br /> Ms. Water recommended that a survey of areas of most <br />concern be done prior to the public hearing to help <br />determine the commuter vehicle requirement. <br /> <br /> Mr. Buck stated that he was concerned about considering <br />increasing ~permit parking in.residential areas separately <br />from the issue of the lack of parking available for <br />businesses in the downtown area. Mr. Buck stated that he <br />would favor increasing permit parking only after an <br />equivalent number of spaces become available on the CSX <br />property and in the new garage on Water Street. Mr. Buck <br />requested that the legality of including that statement as a <br />policy in the proposed ordinance be investigated. <br /> <br /> Ms. Waters stated that she felt Council needed to have <br />a better understanding of the availability of paid versus <br />free parking in the downtown area. <br /> <br /> Mr. Hendrix stated that he was not aware of any <br />commercial parking available on a monthly available in the <br />vicinity of 8th Street, N.E., but noted that some spaces may <br />be available at the Omni Hotel parking garage. <br /> <br /> Mr. Buck stated that commercial parking is available at <br />hourly rates which are expensive. <br /> <br /> Council unanimously voted to hold a public hearing on <br /> the ordinance regarding permit parking on September 6th. <br /> <br />APPROPRIATION: ~26,983 - EMPLOYMENT PLUS PROJECT (2nd reading) <br /> <br /> The $26,983 appropriation for the Employment Plus <br /> Project which was offered at the July 18th meeting, was <br /> approved by the following vote. Ayes: Mr. Buck, Rev. <br /> Edwards, Mr. Towe, Mr. Vandever, Ms. Waters. Noes: None. <br /> <br /> BE IT RESOLVED by the Council of the City of <br /> Charlottesville, Virginia, that the sum of ~26,932 is hereby <br /> appropriated to expenditure account 12-161-062293 in the <br /> Social Services Fund from grant revenues in like amount to be <br /> received in such fund from the Piedmont Private Industry <br /> Council under the Job Training Partnership Act. Such funds <br /> shall be expended by the City Department of Social Services <br /> for the second year of the demonstration project called <br /> "Employment Plus Project.," designed to help public assistance <br /> recipients obtain gainful employment. <br /> <br />APPROPRIATION: $55,000 - PERINATAL NUTRITION AND EDUCATION <br />SERVICES GRANT (2nd reading) <br /> <br /> The $55,000 appropriation of the Perinatal Nutrition <br />and Education Services Grant which was offered at the July <br />18th meeting, was approved by the following vote. Ayes: <br />Mr. Buck, Rev. Edwards, Mr. Towe, Mr. Vandever, Ms. Waters. <br />Noes: None. <br /> <br /> WHEREAS, the Commonwealth of Virginia, acting through <br />and on behalf of the Thomas Jefferson Health District desires <br />to renew the contract with the City of Charlottesville to <br />hire a nutritionist and a health educator, both specialists <br />in services to women and children, to provide nutritional and <br />health care counseling to mothers in the Health District, <br />thereby improving the health status of infants; and <br /> <br /> WHEREAS, the Commonwealth has agreed to reimburse the <br />City for the cost of salaries, fringe benefits and other <br />ancillary expenses for the employment of such employees, up <br />to a maximum amount of $55,000 for the 1988-1989 fiscal year; <br /> <br /> <br />
