]93 <br /> <br />Charlottesville, Virginia that the sum of $37,851.44 received <br />in the current fiscal year from the Commonwealth of Virginia <br />for local operation of fire protection programs is hereby <br />appropriated to expenditure account 11-260-042020 in the <br />Grants Fund for the purchase of firefighting equipment and <br />related training expenses. <br /> <br />APPROPRIATION: $6,775 - THERAPEUTIC RECREATION PROGRAM (2nd reading) <br /> <br /> The $6,775 appropriation for the Therapeutic Recreation <br />Program which was offered at the August 15th meeting was <br />approved by the following vote. Ayes: Mr. Buck, Rev. <br />Edwards, Mr. Towe, Mr. Vandever, Ms. Waters. Noes: None. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the sum of $6,775.00 received <br />from the County of Albemarle as a contribution to the cost of <br />therapeutic recreation programs operated by the City's <br />Department of Parks and Recreation, is hereby appropriated to <br />expenditure account 05-172-072110 for use in the operation of <br />such programs. <br /> <br />APPROPRIATION: $4,296 - LITTER CONTROL GRANT <br /> <br /> Mr. Hendrix stated that the appropriation consisted of <br />funds received from the State that the City then turns over <br />to the Charlottesville-Albemarle Clean Community Commission <br />for operation of the Litter Control Program. <br /> <br /> On motion by Mr. Towe, seconded by Mr. Vandever, the <br />$4,296 appropriation was offered and carried over to the <br />next meeting for consideration. <br /> <br />RESOLUTION: APPROVING APPLICATION TO VHDA FOR $50,000 FOR RENTAL <br />REHABILITATION PROGRAM <br /> <br /> Mr. Louie Chapman, Assistant City Manager, stated that <br />the resolution would authorize the City to apply for State <br />funds to help induce investing owners to rehabilitate rental <br />property, by providing matching funds up to $5,000. <br /> <br /> Ms. Waters questioned whether investors must meet any <br />criteria for selection for participation in the program. <br /> <br /> Mr. Chapman replied that no criteria have been <br />necessary to date and that originally the provisions <br />required that the units be offered for Section 8 housing, <br />but that is no longer a requirement. Mr. Chapman stated <br />that if a family is displaced, a plan is required to be <br />submitted to VHDA, but no displacements have occurred since <br />the rehabilitations have been done with families remaining <br />in the home, or have been done on vacant properties. <br /> <br /> Mro Towe questioned whether the investor is required to <br />repay VHDA, but Mr. Chapman replied that repayment is <br />necessary only if the investor does not abide by the <br />provisions of the grant. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, <br />the resolution approving the application to VHDA for $50,000 <br />for the Rental Rehabilitation Program was unanimously <br />approved by Council. <br /> <br />RESOLUTION: APPROVING VHDA FINANCING FOR MIDWAY HOUSING PROJECT <br /> <br /> Mr. Chapman stated that the Midway Housing Development <br />Corporation, a subsidiary of the Charlottesville Housing <br />Foundation, has applied for VHDA financing for the <br />rehabilitation of twelve units, ten in Albemarle County and <br />two in Charlottesville, and Council action is required <br />prior to the receipt of the financing. Mr. Chapman stated <br />that staff recommends approval of the resolution. <br /> <br /> <br />
