224 <br /> <br /> The $50,000 appropriation of the VHDA Grant for the <br />Rental Rehabilitation Program which was offered at the <br />October 17th meeting was approved by the following vote. <br />Ayes: Mr..Buck, Rev. Edwards, Mr. Towe, Mr. Vandever, Ms. <br />Waters. Noes: None. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that $50,000 is hereby <br />appropriated from funds received from the Virginia Housing <br />Development Authority in the Grants Fund to expenditure <br />account 11-042-093020 for deferred loans and grants for the <br />rental rehabilitation program to be administered by the <br />Charlottesville Redevelopment and Housing Authority. Such <br />appropriation shall be expended in accordance with applicable <br />regulations of 24 CFR Part 511 as well as governing federal <br />and state laws in the administration and use of funds <br />received from HUD under the federal Rental Rehabilitation <br />Program. <br /> <br />APPROPRIATION: $5,600 - INDEPENDENT LIVING GRANT <br /> <br /> Mr. Hendrix stated that the appropriation was a federal <br />grant which will allow continuation of the Independent Living <br />Initiative Program operated by the Department of Social <br />Services. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, the <br />~5,600 appropriation of the Independent Living Grant was <br />offered and carried over to the next meeting for <br />consideration. <br /> <br />APPROPRIATION: $1,608 - THERAPEUTIC RECREATION PROGRAM <br /> <br /> Mr. Hendrix stated that the appropriation was Region Ten <br />Community Services Board's contribution toward a weekend camp <br />for retarded adults operated jointly by the~City, County and <br />Region Ten. <br /> <br /> On motion by Mr. Towe, seconded by Rev. Edwards, the <br />appropriation of $1,608 for the Therapeutic Recreation <br />Program was offered and carried over to the next meeting for <br />consideration. <br /> <br />APPROPRIATION: CARRY-OVER APPROPRIATIONS <br /> <br /> Mr. Hendrix stated that Council must approve a <br />resOlution making adjustments to certain accounts from the <br />previous year in order to close the books on that fiscal <br />year. <br /> <br /> Mr. Gary O'Connell, Deputy City Manager, stated that the <br />Carry-Over Appropriations contained the following: ~ <br />supplemental appropriations which are needed to fund <br />additional expenditures that were incurred by departments or <br />programs; continuing appropriations that allow unexpended <br />funds to be carried over to the next fiscal year for use <br />according to the purposes for which they were originally <br />appropriated; and other appropriations which enable the <br />transfer of money from one fund type to another for the <br />purposes described in the resolution. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, the <br />Carry-Over Appropriations were offered and carried over to <br />the next meeting for consideration. <br /> <br />RESOLUTION: APPROVING PERMIT PARKING FOR 8TH STREET, N.E. <br /> <br /> Mr. Hendrix stated that the 8th Street, N.E. area was <br />recently added to the permit parking zone and the proper. <br />petitions have been received and surveys completed which show <br />a 90% occupancy rate (75% is required), with 71% of those <br /> is required). <br />vehicles being commuter (50~ <br /> <br /> <br />
