On motion by Mr. Vandever., seconded by Rev. Edwards, the <br />$19,734 appropriation for Rivanna Park construction was <br />offered and carried over to the-next meeting for <br />consideration.. <br /> <br />APPROPRIATION: $2.52,279 - GRANT FOR ACCESS ROAD TO RIVANNA PARK <br /> <br /> Mr. Hendrix stated that the $-252,279 grant was made by <br />the Department of Transportation to build a road into Rivanna <br />Park. <br /> <br /> On-motion by Rev. Edwards, seconded by Mr. Vandever, the <br />$252,279 appropriation was offered and carried over to the <br />next meeting for consideration. <br /> <br />RESOLUTION: ADOPTING. RESIDENTIAL ANTI-DISPLACEMENT AND RELOCATION <br />ASSISTANCE PLAN <br /> <br /> Mr. Hendrix stated that the City-must adopt the <br />Residential Anti-Displacement and Relocation Assistance Plan <br />in order .to qualify for CDBG funds. <br /> <br /> On motion by Mr. Vandever, seconded by Rev. Edwards, the <br /> Council unanimously approved the Residential Anti- <br /> Displacement and Relocation Assistance Plan. <br /> <br />RESOLUTION: . REQUEST TO. CLOSE 9TH STREET CONNECTOR ROAD <br /> <br /> Mr. Hendrix stated that as part of the CSX development, <br />the 9th Street connector road is proposed to be closed and <br />this resolution would request that the Planning Commission <br />begin the street closing procedure. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, the <br />resolution requesting to close 9th Street connector road was <br />unanimously approved by Council. <br /> <br /> WHEREAS, closing the Ninth Street connector road running <br />from East Market Street to Water Street under the Belmont <br />Bridge will facilitate development of the so~called "CSX <br />property" containing approximately 16 acres and adjoining <br />Ninth Street, which property was recently purchased by the <br />Charlottesville Industrial Development Authority; and <br /> <br /> WHEREAS, the City will benefit substantially from <br />development of this property to. its greatest potential; now, <br />therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the city Manager is hereby' <br />directed to initiate street closing procedures, pursuant to <br />Section 15.1.-364 of the Code of'~Virginia, 1950,..as amended, <br />to vacate and close the.Ninth Street connector~ road from its <br />origin at East Market Street to its terminus~at Water Street. <br /> <br />ORDINANCE: ADOPTING APPENDIX B OF BOCA FIRE PREVENTION CODE <br /> <br /> Mr. Hendrix recommended that this matter be deferred ' <br /> until a ~member of the Fire Department can be present. <br /> <br />ORDINANCE: AMENDING ZONING ORDINANCE <br /> <br /> Mr. Satyendra Huja, Director of Community Development, <br /> stated.that the.zoning.amendments would clarify regulations <br /> regarding signs, variances, and setback requirements. <br /> <br /> Mr. Towe stated that he hoped that concerns raised at <br />the Planning Commission about signage on the downtown mall <br />would be given consideration. <br /> <br /> Mr.. Huja stated that the concerns raised did not relate <br />directly to the zoning .amendments being considered by <br /> <br /> <br />
