N..E.. Mr. Hendrix stated that a petition had been. received ,. reqUesting'permit parking for 7th Street, N.E. from~Maple . Street north to its terminus. Mr. ~Hendrix stated that'all requirements of the ordinance have been met. ~On motion by Mr. ~Vandever, seconded by Rev.~.Edwards~ 'the resolution authorizing permit parking for 7th Street, N.E. was unanimously approved by. Council. ~ · ' ~.' WHEREAS, certain residents of Seventh Street, N.E~ have requested that City Council designate Seventh Street, N~E. from Maple Street north to the terminus of Seventh Street, N.E. as a restricted parking block; and ~ WHEREAS, in accordance with the permit parking regulations, the City Traffic Engineer has.conducted the on-street parking surveys and mailed notice to all residents of the affected area that Council will consider designating such area as.a restricted parking block; and WHEREAS, the surveys have shown that at least 75% .of the total number of. on-street par.king spaces in the~proposed restricted~parking block were occupied, and at least 50% of the total number of on-street parking spaces in that block were occupied by commuter vehicles; and WHEREAS, Council has considered: (a) the~purpose and intent of the permit parking ordinance and regulations; (b) the alternate means of transportation, if any, to and from the restricted parking block being established; (c) the adverse impact that restricting parking in such block might have on nearby neighborhoods that do not have permit parking; and (d) -the adverse impact that such restrictions may have on the non-residents of the proposed restricted parking block and their ability to find available parking near their place of work; now, therefore BE IT RESOLVED by the Council of the City of Charlottesville that Seventh Street, N.E. from Maple Street north to the terminus of Seventh Street, N.E. is hereby designated a restricted parking block. RESOLUTION: AMENDING SPECIAL-PERMIT FOR ANIMAL HOSPITAL AT 820 DALE AVENUE Mr. Satyendra Huja, Director of Community Development, stated that the Planning Commission recommended approval of amending the special permit for an animal hospital at 820 Dale Avenue for the following reasons: 1) It is in conformity with the Land Use Plan of the Comprehensive. Plan; and 2) It will not have a significant adverse impact on the surrounding area if conditions are met. On motion by Rev. Edwards, seconded by Mr. Vandever, the resolution amending the special permit for an animal hospital at 820 Dale Avenue was unanimously approved as presented.
