Wood, Jr. has submitted an <br />application for a special use permit to amend the special <br />permit for-the animal kOspital without 'outside runs or pen, <br />granted December 21, 19~8~7 ~for~ the proPertY at~ 820 Dale Avenue <br />and lots ~4, 5' and-6 on Preston AvenUe, and such amendment <br />will'add 606 Rose Hitl-Drive~(the Old Tucker Tire site) to <br />the approval~ and ~ <br /> <br /> WHEREAS, these~properties ~are_further identified on City <br />Reat Property~Tax Map ~3'1 ~a parcels 1,.2 and 4.1 and lots 4 <br />and 5 of parcel 5, ~having approximately 50 feet of frontage <br />on Dale Avenue, 101 .feet-of ~frontage on Rose Hill Drive, 150 <br />feet of frontage on Preston Avenue and containing, <br />collectively, approximately 16,690 square feet of land or .38 <br />acres~ and_ ~_~ ...... -~-- . <br /> <br /> WHEREAS, .following 'a-joint public hearing before this <br />Counci~l and the Planning Commission, .duly advertised and held <br />on February~14, 1989, -this Council finds that _Such use will <br />conform to the criteria applicable to special permits <br />generally under Chapter 31 of the City Code;. now, therefore <br /> <br /> BE IT RESOLVED by the Council of the City of ~ . ~ <br />Charlottesville, Virginia that the amended special use permit <br />is hereby granted to Dr. Charles H. Wood, Jr. to construct a <br />new retail/office building-at the corner of Rose Hill Drive <br />and Preston Avenue after ~he demolition of the Tucker Tire <br />building on Rose Hill Drive. The building will consist of <br />approximately 5,200 gross square feet of which the partial <br />basement will be retail (490 sq. ft. net), the first floor <br />will be the Veterinary Hospital (2,093 sq. ft. net) and the <br />second floor will_be ~'ffice (i730 sq. ft. net) and storage <br />(480 sq. ft._-net). The .site.will include' 18 off-street <br />parking spaces with acce-ss one~way off of Rose Hill Drive and <br />two-way-off of Forrest Street. The.parking lot exit is <br />proposed to be at Forrest Street_only. <br /> <br /> This special use permit is subject to the following <br />conditions: <br /> <br /> 1. Administrative approval of the site plan. <br /> <br /> 2. Review and approval of a revised grading and soil <br />erosion plan with appropriate, bonding. <br /> <br /> 3. That drainage from interior pens go into the <br />sanitary sewer system. <br /> <br /> 4.- -That the building area..where .animals_ are housed be <br />enclosed with walls and window construction having a sound <br />transmission coefficient of at least 50 STC. <br /> <br />RESOLUTION: GRANTING SPECIAL PERMIT FOR INCREASED OCCUPANCY AT <br />605 CABELL AVENUE <br /> <br /> Mr. Huja-stated that the Planning Commission recommended <br /> approval of the special permit:for incr_eased occupancy at 605 <br /> Cabell Avenue for the following reasons: 1) It is in harmony <br /> with the Land Use Plan of the Comprehensive P. lan-; and 2-) It <br /> will not have any significant adverse impact ~on the <br /> surrounding neighborhood. <br /> <br /> Rev.-Edwards asked how tke City. enf~orces the <br /> limitation on~ th-e number o~-persons .in a~household.and <br /> whether the City receives any support in their e~forts <br /> from the University of Virginia. <br /> <br /> Mr. HUja replied that the City investigates complaints <br /> made regarding the number of' persons residing in a household <br /> and that an effort is made in the Venable neighborhood to <br /> visit individual .units~..~ Mr._Huj-a stated that the University <br /> supplies the City with a printout showing the ~umber of <br /> <br /> <br />
