from the County of Albemarle in the amount of $10,000 and <br />from the University of Virginia in the amount of ~10,000. <br /> <br />APPROPRIATION: <br /> <br />APPROPRIATION <br /> <br />AMENDING COMMUNITY DEVELOPMENT BLOCK GRANT <br /> <br /> Mr. Hendrix stated that this appropriation carries out <br />the intent of previous Council discussions with regard to <br />the additional CDBG funds and Dogwood Housing funds. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Barnes, the <br />appropriation amending the Community Development Block Grant <br />Appropriation was offered and carried over to the next <br />meeting for consideration. <br /> <br />APPROPRIATION: $65,000 - RESOURCE RECOVERY FEASIBILITY STUDY <br /> <br /> Mr. Hendrix stated that this appropriation consisted of <br />City, State and Albemarle County funds. <br /> <br /> Ms. Mueller stated that the State grant would give the <br />staff an opportunity to study further the economic <br />feasibility of resource recovery for the community. Ms. <br />Mueller stated that the study would be completed by June of <br />1988 and would be used for future planning. <br /> <br /> It was recommended that the results of the study be <br />shared with the surrounding regions and with the Planning <br />District Commission. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Towe, the <br />$65,000 appropriation for the Resource Recovery Feasibility <br />Study was offered and carried over to the next meeting for <br />consideration. <br /> <br />APPROPRIATION: $29,393.75 - FIRE TRAINING CENTER <br /> <br /> Mr. Hendrix stated that this appropriation contained no <br /> City funds and was necessary because the City acts as the <br />accountant for the Fire Training Center. <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason, the <br />$29,393.75 appropriation for the Fire Training Center was <br />offered and carried over to the next meeting for <br />consideration. <br /> <br />APPROPRIATION: ADJUSTMENTS TO FY 86-87 YEAR-END ACCOUNTS <br /> <br /> Mr. Gary O'Conneli, Deputy City Manager, reviewed the <br />adjustment appropriation, noting that most capital <br />improvement projects naturally carry over without the <br />necessity of a carry-over appropriation. <br /> <br /> Responding to a question from Mr. Towe regarding the <br />OIC loan, Mr. O'Connell replied that the money had been <br />advanced through, the Job Training Program in order to allow <br />OIC to operate and that while some of the loan had been <br />recovered, the remainder was considered unrecoverable. <br /> <br /> Responding to a question from Mr. Barnes, Mr. O'Connell <br />stated that the Facade Improvement Program would provide <br />architectural facade improvements in the historic areas, <br />especially on Water and Market Streets. <br /> <br /> Mr. O'Connell stated that he would provide further <br />information at the next meeting concerning the Social <br />Services appropriation. <br /> <br /> Mr. O'Connell stated that the excess funds in the fee <br />based programs would be used to purchase equipment. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, the <br />adjustment appropriation to FY 86-87 year-end accounts was <br /> <br /> <br />
