RESOLUTION: APPOINTING VIEWERS TO CONSIDER CLOSING A PORTION OF 13TH STREET, N.W. The request to close a portion of 13th Street, N.W. was withdrawn by the petitioner. WHEREAS, this Council has received a petition from Keith O. Woodard requesting vacation of a portion of 13th Street, N.W. adjacent to parcels 279, 280.1-280.36, 283, 284, and 291,-al~ on City Real Property Tax Map 4; WHEREAS, it appears to Council that the notice required by Section 15.1-364 of the Code of Virginia (1950), as amended, has been duly advertised; now, therefore, BE IT RESOLVED by the COuncil of the City of Charlottesville, Virginia that Ms. Mary Jane Haynes, Messrs. W. J. Copeland and H. P. Winn, Jr. report in writing to Council what inconvenience, if any, would result from such vacation. RESOLUTION: APPROVING CONCEPT FOR MULTI-FAMILY RESIDENTIAL HOUSING PROJECT (SHELTER FOR HELP IN EMERGENCY) Mr. Hendrix stated that the Shelter for Help in Emergency (SHE) had applied to the Virginia Housing Development Authority for a loan to purchase and remodel property to be used as a multi-family residential housing project. Mr. Hendrix stated that VHDA had given the Council an opportunity to approve the project. Mr. Hendrix noted that a rezoning was pending in connection with the proposed project and that any approval would be in concept only. Ms. Nancy O'Brien, a SHE board member, stated that it was hoped that VHDA would approve the loan in November and that closing on the property would occur in December. On motion by Mr. Barnes, seconded by Mrs. Gleason,~ Council unanimously approved the concept for a multi-family residential housing project for the Shelter for Help in Emergency. WHEREAS, by letter of October 7, 1987, the Virginia Housing Development Authority notified the Honorable Francis L. Buck that VHDA is considering financing a multi-family residential housing development as described in Attachment A to that letter, to be situated within the City of Charlottesville; and WHEREAS, pursuant to Virginia Code Section 36-55.39B, VHDA cannot take final action on the proposal before allowing the City of Charlottesville an opportunity to approve or disapprove it; and WHEREAS, the project described would address a longstanding and serious need-within the City of Charlottesville and would be welcome; now, therefore BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that such proposal is hereby approved in concept. Completion of the housing development in its proposed specific location may require rezoning; therefore, Council cannOt at this time approve the specific location of the proposed development. BE IT FURTHER RESOLVED that the Mayor is hereby a~thorized to sign the attached certification of approval form and the Clerk of Council is directed to return such form and a certified copy of this resolution to VHDA.
