]6 <br /> <br />$1,730.74 appropriation of a donation to Riverview Park was <br />offered and carried over to the next meeting for <br />consideration. <br /> <br />RESOLUTION: APPOINTING VIEWERS TO CONSIDER CLOSING A PORTION OF <br />13TH STREET, N.W. <br /> <br /> The request to close a portion of 13th Street, N.W. was <br />withdrawn by the petitioner. <br /> <br /> WHEREAS, this Council has received a petition from Keith <br />O. Woodard requesting vacation of a portion of 13th Street, <br />N.W. adjacent to parcels 279, 280.1-280.36, 283, 284, and <br />291,-al~ on City Real Property Tax Map 4; <br /> <br /> WHEREAS, it appears to Council that the notice required <br />by Section 15.1-364 of the Code of Virginia (1950), as <br />amended, has been duly advertised; now, therefore, <br /> <br /> BE IT RESOLVED by the COuncil of the City of <br />Charlottesville, Virginia that Ms. Mary Jane Haynes, Messrs. <br />W. J. Copeland and H. P. Winn, Jr. report in writing to <br />Council what inconvenience, if any, would result from such <br />vacation. <br /> <br />RESOLUTION: APPROVING CONCEPT FOR MULTI-FAMILY RESIDENTIAL <br />HOUSING PROJECT (SHELTER FOR HELP IN EMERGENCY) <br /> <br /> Mr. Hendrix stated that the Shelter for Help in <br />Emergency (SHE) had applied to the Virginia Housing <br />Development Authority for a loan to purchase and remodel <br />property to be used as a multi-family residential housing <br />project. Mr. Hendrix stated that VHDA had given the Council <br />an opportunity to approve the project. Mr. Hendrix noted <br />that a rezoning was pending in connection with the proposed <br />project and that any approval would be in concept only. <br /> <br /> Ms. Nancy O'Brien, a SHE board member, stated that it <br />was hoped that VHDA would approve the loan in November and <br />that closing on the property would occur in December. <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason,~ <br />Council unanimously approved the concept for a multi-family <br />residential housing project for the Shelter for Help in <br />Emergency. <br /> <br /> WHEREAS, by letter of October 7, 1987, the Virginia <br />Housing Development Authority notified the Honorable Francis <br />L. Buck that VHDA is considering financing a multi-family <br />residential housing development as described in Attachment A <br />to that letter, to be situated within the City of <br />Charlottesville; and <br /> <br /> WHEREAS, pursuant to Virginia Code Section 36-55.39B, <br />VHDA cannot take final action on the proposal before allowing <br />the City of Charlottesville an opportunity to approve or <br />disapprove it; and <br /> <br /> WHEREAS, the project described would address a <br />longstanding and serious need-within the City of <br />Charlottesville and would be welcome; now, therefore <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that such proposal is hereby <br />approved in concept. Completion of the housing development <br />in its proposed specific location may require rezoning; <br />therefore, Council cannOt at this time approve the specific <br />location of the proposed development. <br /> <br /> BE IT FURTHER RESOLVED that the Mayor is hereby <br />a~thorized to sign the attached certification of approval <br />form and the Clerk of Council is directed to return such form <br />and a certified copy of this resolution to VHDA. <br /> <br /> <br />
