options as to who is contributing to the problem. <br /> <br /> Mrs. Gleason made a motiOn to authorize the <br />expenditure for the Rivanna River bank stabilization, Mr. <br />Barnes seconded the motion, and it was unanimously <br />approved by Council. <br /> <br />STAFF REPORT: SITES FOR TENNIS COURTS <br /> <br /> Mr. O'Connell stated that eight sites on the southern <br />side of the city had been reviewed for the possible <br />locations for tennis courts with regard to accessability, <br />parking, grading, and effect on surrounding neighborhoods. <br />Mr. O'Connell stated that Community Development Block <br />Grant funds had been targeted to construct two tennis <br />courts, but additional funds were being requested to light <br />the courts. Mr. O'Connell stated that $25,000 had been <br />raised by a private individual for the tennis courts which <br />made the total available for the project $82,000. Mr. <br />O'Connell stated that Buford School and the section of <br />Tonsler Park adjacent to 5th Street and Cherry Avenue were <br />considered to be the best locations by staff. <br /> <br /> Mr. Buck recommended that the staff report on the <br />tennis courts be made available to the Community <br />Development Block Grant Task Force, discussed with the <br />Planning Commission at the work session on August 28th, <br />and that a public hearing be held concerning its location <br />in September° <br /> <br /> Ms. Cynthia Stratton, Chairperson of the CDBG Task <br />Force, stated that the Task Force had recommended that the <br />tennis courts be located at Tonsler Park, but added that <br />the Task Force had been told by staff that Tonsler Park <br />and Buford School were the only sites possible. Ms. <br />Stratton stated that the Task Force would be meeting on <br />August 27th and they would appreciate the opportunity to <br />review the report. <br /> <br /> Mr. Charles Barbour, Planning Commission member, <br />stated that he would recommend locating the tennis courts <br />at Tonsler Park. <br /> <br /> Mro Buck stated that he appreciated Mro Barbour's <br />efforts concerning the tennis courts and added that he did <br />not think that changing the location of the tennis courts <br />would jeopardize the availability of the private funds. <br /> <br /> Mr. Barbour stated that he would be unable to attend <br />the work session on August 28th, but would review the <br />report and make his views known to staff. <br /> <br /> Mr. Barnes questioned why the tennis courts at <br />Johnson School were no longer used. <br /> <br /> Mr. O'Connell stated that the tennis courts at <br />Johnson School were used very little, were in disrepair, <br />though the nets were still in place. <br /> <br /> Responding to a question by Mr. Towe, Mr. Gene <br />German, Director of Parks and Recreation, stated that it <br />was more economical to place all four courts at one <br />location. <br /> <br /> Staff was directed to circulate the staff report on <br />tennis courts to the CDBG Task Force and Planning <br />Commission. <br /> <br />STAFF REPORT: DOWNPAYMENT AND CLOSING COST ASSISTANCE PROGRAM <br /> <br /> Mr. Wiley stated that questions had arisen concerning <br />the Downpayment and Closing Cost Assistance Program and <br />requested that discussion be deferred. <br /> <br /> <br />
