12 <br /> <br /> Mr. Buck stated that he the guidelines represented <br />what had been the minority opinion of Council and <br />requested a comparison of what Council had approved and <br />what the staff was recommending. <br /> <br />STAFF REPORT: CITY-UNIVERSITY CONSORTIUM <br /> <br /> Mr. O'Connell stated that an effort was being made to <br />bring University areas around the country together for a <br />regional symposium to discuss common problems and <br />technical solutions to the following issues: 1) joint <br />economic development, 2) joint ventures, 3) the impact of <br />student housing, 4) communication, and 5) payment for <br />services. Mr. O'Connell stated that the University had <br />agreed to pay half of the cost for the symposium and the <br />cost to the City would be approximately $500, but could be <br />as high as $750. <br /> <br /> Mrs. Gleason stated that she had attended a meeting <br />concerning this issue at a recent National League of <br />Cities meeting and felt the Citycould stand to gain by <br />the experience. <br /> <br /> Responding to a question from Mr. Towe, Mr. Buck <br />responded that the City-University Consortium had not been <br />considered in the City/County/University agreement. <br /> <br /> On motion by Mr. Towe, seconded by Mr. Barnes, <br />Council unanimously approved the expenditure of up to $750 <br />for the City to participate in the City-University <br />Consortium. <br /> <br />APPROPRIATION: $4,222 - LITTER CONTROL GRANT (2nd reading) <br /> <br /> The $4,222 appropriation for the Litter Control Grant <br />which was offered at the August 4th meeting was approved <br />by the following vote. Ayes: Mr. Barnes, Mr. Buck, Mrs. <br />Gleason, Mr. Towe. Noes: None. Absent: Dr. Hall. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the sum of $4,222 is hereby <br />appropriated to expenditure account 11-13070 in the grants <br />fund for use by the Charlottesville,Albemarle CLean <br />Community Commission (CAC3) in recycling and litter <br />control projects for the period July 1, 1986 through June <br />30, 1987. Such appropriation shall be subject to the <br />receipt of a like amount in revenue from the Virginia <br />Division of Litter Control. <br /> <br />APPROPRIATION: $120,861 - CHARTER HOUSE GRANT (2nd reading) <br /> <br /> Mr. O'Connell stated that since the previous meeting <br />Charter House had been notified that their insurance rate <br />was increasing and staff recommended increasing the <br />appropriation to include the increase. Mr. O'Connell <br />noted that Council had approved an amount in excess <br />of the current appropriation in the current budget for <br />Charter House. <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason, <br />the appropriation to Charter House was unanimously amended <br />by Council. <br /> <br /> The $120,861 appropriation to Charter House, as <br />amended, which was offered at the meeting of August 4th, <br />was approved by the following vote. Ayes: Mr. Barnes, <br />Mr. Buck, Mrs. Gleason, Mr. Towe. Noes: None. Absent: <br />Dr. Hall. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that the sum of $120,861 is <br />hereby appropriated from the grants fund to expenditure <br /> <br /> <br />
