Such <br />home shall be operated by the Region Ten Community <br />Services Division of Alcohol and Substance Abuse under <br />contract with the City. Such appropriation shall be <br />conditioned upon receipt of $85,000.00 from the Virginia <br />Department of Criminal Justice Services grant number <br />87-A6438, and $35,861 to be transferred from the general <br />fund, account 01-42190-5405. <br /> <br />RESOLUTION: AUTHORIZING MAYOR TO SIGN LEASE WITH RIVANNA WATER <br />AND SEWER AUTHORITY <br /> <br /> Mr. O'Connell stated that it was recommended that the <br />City lease the land surrounding the reservoirs to Rivanna <br />Water and Sewer Authority to allow them to better control <br />the area as problems had occurred with vandalism, litter, <br />and public rowdiness. <br /> <br /> Mr. Wiley noted that the City had previously <br />controlled the parking permits to allow fishing at Ragged <br />Mountain reservoir. <br /> <br /> Mr. William Sessoms, of the Rivanna Water and <br />Authority, stated that the police will not respond to. <br />calls at the reservoirs without Rivanna holding the lease <br />to the property. <br /> <br /> Mr. Buck recommended that Rivanna deal sensitively <br />with legitimate fisherpersons and ice skaters. <br /> <br /> On motion by Mrs. Gleason~ seconded by Mr. Barnes, <br />the resolution authorizing the Mayor to sign a lease with <br />the Rivanna Water and Sewer Authority was unanimously <br />approved by Council. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the Mayor is hereby <br />authorized to execute on behalf of the City the following <br />document, in form approved by the City Attorney: <br /> <br />Agreement between the City of Charlottesville and <br />Rivanna Water and Sewer Authority to lease the South <br />Rivanna Reservoir property to the Authority. <br /> <br /> A copy of such document shall be kept on file with <br />the minutes of the Council meeting at which this <br />resolution was adopted. <br /> <br />RESOLUTION: AUTHORIZING MASS TRANSPORTATION ACT (UMTA) GRANT <br />APPLICATION <br /> <br /> Mr. O'Connell stated that this resolution was the <br />annual authorization required before the grant can be <br />filed. <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason, <br />the resolution authorizing the Mass Transportation Act <br />Grant Application was unanimously approved by Council. <br /> <br /> WHEREAS, the Secretary of Transportation is <br />authorized to make grants for a mass transportation <br />program of projects; <br /> <br /> WHEREAS, the contract for financial assistance will <br />impose certain obligations upon the applicant, including <br />the provision by it of the local share of the project <br />costs in the program; <br /> <br /> WHEREAS, it is required by the U. S. Department of <br />Transportation in accord with the provisions of Title VI <br />of the Civil Rights Act of 1964, that in connection with <br />the filing of an application for assistance under the <br /> <br /> <br />
