58 <br /> <br /> Mrs. Gleason asked Mr. Hendrix if similar requests <br />had been made of Council in the past. <br /> <br /> Mr. Hendrix stated that Council had provided a forum <br />for similar situations, but had not become directly <br />involved. <br /> <br /> Mrs. Gleason stated that while the City was concerned <br />with the loss of jobs lcoally, she agreed that it was not <br />Council's responsibility to become involved, though she <br />felt providing a forum for airing the issue, as was <br />presently being done, was appropriate. <br /> <br /> Mr. Barnes stated his agreement that Council, as a <br />body, should not become directly involved. <br /> <br /> Dr. Hall stated that he appreciated the union <br />appearing before Council but agreed that Council was <br />limited in the areas in which they should become involved. <br /> <br />REQUEST: ALBEMARLE COUNTY RE: WESTERN BYPASS ENVIRONMENTAL <br /> <br /> Mr. Hendrix stated that the Albemarle County Board of <br />Supervisors had requested that the City participate in a <br />committee to study the environmental impact of a Western <br />Bypass which would consist of two members of the Board of <br />Supervisors, two Councilors, one member from the City and <br />County Planning Commissions, and the Deputy County <br />Executive and a member designated by the City Manager. <br />Mr. Hendrix recommended that a decision be postponed until <br />the Mayor was present. <br /> <br />The matter was deferred. <br /> <br />REQUEST: DESIGNATING FIRST NIGHT VIRGINIA AS SPECIAL EVENT ON <br />DOWNTOWN MALL <br /> <br /> Mr. Hendrix stated that the ordinance regulating <br />vending on the downtown mall required that Council <br />designate special events and it was recommended that <br />December 31st and January 1st, First Night Virginia, be <br />designated as a special event in order to suspend the <br />regulations limiting locations and numbers of vendors on <br />the downtown mall. <br /> <br /> On motion by Mrs. Gleasons, seconded by Mr. Barnes, <br />First Night Virginia (December 31st and January lst) was <br />unanimously designated as a special event on the downtown <br />mall. <br /> <br />STAFF REPORT: CONVENTION BUREAU <br /> <br /> Mr. Hendrix stated that a convention bureau committee <br />had been established which had drafted an interim report <br />recommending the continuation of the Visitors Bureau to be <br />combined with a convention bureau. It was recommended <br />that the convention bureau be financed by the City and <br />County through collection of lodging taxes and with <br />financing from the private sector (including restaurant <br />and hotel associations and Chamber of Commerce). Formulas <br />for financing the proposed convention bureau are presently <br />being discussed. Mr. Hendrix stated that a phasing <br />in of the financing formula would probably occur, with the <br />public sector providing 75% of the financing the first <br />year, 67% the second year, 60% the third year, and 50% <br />the fourth year and beyond. Mr. Hendrix requested that <br />Council discuss and approve the basic concept of the <br />convention bureau. <br /> <br /> Mrs. Gleason questioned whether there was a <br />contingency plan for the County's share of the funding <br />should the General ASsembly not allow the County to raise <br /> <br /> <br />
