212 <br /> <br /> Mr. Chapman stated that City's Department Heads, the <br />Social Development Commission, and the NAACP had reviewed <br />the proposed Plan. <br /> <br /> Mr. Buck questioned whether preference could be given <br />to veterans after preference is given to minorities and <br />women. <br /> <br /> Mr. Chapman replied that overall he did not think <br />giving preference to veterans would be appropriate. <br /> <br /> Ms. Sheila Haughey, Assistant City Attorney, stated <br />that the purpose of the Plan was to redress historical <br />discrimination, that there are state and federal benefits <br />given to veterans, and that no state law gives the City the <br />authority to give preference to veterans. <br /> <br /> Mr. Buck stated that he would be~inclined to give <br />preference to veterans and also felt that handicapped <br />persons should be given preference. <br /> <br /> Ms. Haughey stated that there is evidence of <br />discrimination against people with disabilities, but the <br />problem would be in defining "disabled.'' ~ <br /> <br /> Mr. Roger Wiley, City Attorney, noted that substance <br />abusers would come under the definition of disabled. <br /> <br /> Mr. Buck stated that handicapped would need to be <br />better defined, but he would be in favor of doing so as he <br />felt the City should be a model employer. <br /> <br /> Mr. Hendrix stated that Affirmative Action means <br />"reaching out," and perhaps the City could consider a <br />separate policy for giving preference to veterans and/or <br />handicapped persons. <br /> <br /> Ms. Haughey stated that she would research including <br />veterans and handicapped persons in a separate plan. <br /> <br /> Mr. Towe stated that the Retail~Merchants Association <br />and the University of Virginia have been recognized for <br />hiring handicapped persons and they may have some guidelines <br />available. <br /> <br /> On motion by Mr. Barnes,~ seconded by Mrs. Gleason, the <br />resolution adopting the Affirmative Action Plan was <br />unanimously approved by Council. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia: <br /> <br /> 1. The attached Affirmative Action Policy Statement is <br />hereby adopted as reflecting the official view of the City <br />of Charlottesville. <br /> <br /> 2. The attached Affirmative Action Plan for Employment <br />of Minorities and WOmen is hereby adopted and shall be <br />implemented for all vacancies to be filled after June 30, <br />1987. <br /> <br /> 3. To the extent that any policy or plan heretofore <br />adopted by the Council conflicts with the attached Policy <br />Statement and Plan, they are hereby superceded. <br /> <br />RESOLUTION: APPOINTING VIEWERS TO CONSIDER CLOSING A PORTION OF <br />AN ALLEY OFF LEXINGTON AVENUE <br /> <br /> On motion by Dr. Hall, seconded by Mrs. Gleason, the <br />resolution appointing viewers to consider closing a portion <br />of an alley off Lexington Avenue was unanimously approved by <br />Council. <br /> <br /> <br />
