273 <br /> <br />The parking requirement of 108 spaces be provided onsite; 4) <br />The lower access road be widened and modified for right <br />turns in and right turns out only with no left turns out; 5) <br />The site plan improvement be completed in a timely manner, <br />preferably by November 15, 1987~ and 6) The day care <br />facility be limited to 50 children as previously approved on <br />the former YMCA site. <br /> <br /> Mr. Towe noted that the City Schools will be using one <br />of the buildings on the Heritage School property site. <br /> <br /> Ms. Harriett Hoskins-Abraholl, Executive Director of <br />the YMCA, stated that the YMCA was concerned with the <br />parking'requirements and requested that 90 spaces be <br />required, with a review of the situation in a year. Ms. <br />Hoskins-Abraholl also noted concern that it might be <br />dangerous to allow entering and exiting at the lower <br />entrance to the property and stated that the YMCA would <br />prefer to leave the lower entrance as a one-way egress. <br />Hoskins-Abraholl also requested the capacity for the day <br />care be increased from 50 to 75. <br /> <br />Ms. <br /> <br /> Mr. Higgins stated that an analysis could be done to <br />determine if fewer parking spaces could be required. <br /> <br /> Mr. Towe stated that he felt some additional traffic <br />controls might be necessary at the entrance from Park <br />Street. Mr. Towe stated, that he would agree to requiring <br />only 93 parking spaces, with a review in six months and a <br />cap of 75 on the day care. <br /> <br /> Responding to a question from Mr. Buck about whether it <br />would be possible to allow one-way egress from the lower <br />entrance for a trial period, Mr. Wiley stated that it would <br />be possible, though the project should be bonded in order to <br />ensure that widening the lower road to allow two-way traffic <br />would be completed should it be found to be necessary. <br /> <br /> Mr. Buck stated that itmight be possible for the YMCA <br />to achieve the bond in a manner other than producing the <br />necessary cash. <br /> <br /> On motion by Mr. Buck, seconded by Mr. Towe, the <br />resolution granting a special permit for the YMCA to use the <br />Heritage School property was unanimously approved as <br />recommended by the Planning Commission, with the day care <br />limit increased to 75, that abond or other financial <br />guarantee acceptable to the City Attorney for the incomplete <br />site plan improvements be postedt and that 93 parking spaces <br />be required and egress only allowed for the lower road for a <br />trial period of one year. <br /> <br /> WHEREAS, the Charlottesville Area Family YMCA has <br />applied for a'special use permit to locate its recreational <br />facilities and child daycare center on property located at <br />1025 Piark Street and the U.S. Route 250 Bypass, formerly the <br />site of Heritage Christian School and Rock Hill Academy, <br />further identified on City Real Property Tax Map ~45 as <br />Parcel 2, and on Tax Map ~47 as Parcel 10, having 70 feet of <br />frontage on Park Street, 626 Feet of frontage on U.S. Route <br />250 Bypass, and containing approximately 7.89 acres of land; <br />and <br /> <br /> WHEREAS, following a joint public hearing before this <br />Council and the Planning Commission, duly advertised and <br />held on August 11~ 1987, this Council finds that such uses <br />will conform to the standards set forth in Section 31-220 of <br />the City Code and to the criteria applicable to special <br />permits generally under Chapter 31 of the City Code; now, <br />therefore <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that a special use permit is <br /> <br /> <br />
