Dr. Hall seconded the <br /> motion to amend and the ordinance was unanimously amended. <br /> The ordinance entitled "AN ORDINANCE TO AMEND AND <br /> REORDAIN SECTION 20-21.1 OF ARTICLE III OF THE CODE OF THE <br /> CITY OF CHARLOTTESVILLE, 1976, AS AMENDED, RELATING TO <br /> PARTICIPATION OF CITY EMPLOYEES IN A NEW DEFERRED <br /> COMPENSATION PLAN" which was offered at the September 8th <br /> meeting, was approved, as amended above, by the following <br /> vote. Ayes: Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr. Hall, <br /> Mr. Towe. Noes: None. <br /> <br />ORDINANCE: CLOSING A PORTION OF BOOKER STREET AND APORTION OF <br />AN ALLEY OFF PRESTON AVENUE <br /> <br /> Mr. Hendrix stated that viewers have reported no <br /> inconvenience with the closings requested and noted that the <br /> petitioners have withdrawn the request to close a portion of <br /> Booker Street. <br /> <br /> Mr. David Pettit, attorney for the petitioners, <br /> reviewed the proposal by the Charlottesville Wellness Center <br /> to purchase two parcels of land from the City, to close a <br /> portion of an alley off Preston Avenue, and to construct a <br /> professional office center of a medical nature with <br /> approximately 35 parking spaces on one of the sites, with a <br /> staff parking lot for from five to ten cars on the other <br /> site. Mr. Pettit stated that access to the structure would <br /> be off Rose Hill Drive and to the parking lot would be off <br /> Booker Street. Mr. Pettit stated that the contracts for <br /> purchase of the City's property were contingent upon the <br /> alley closing and site plan approval. Mr. Pettit stated <br /> that the petitioners have worked closely with the Rose Hill <br /> Neighborhood Association. <br /> <br /> Mr. Kurt Wassernaar, architect for the proposed <br /> project, stated that the height of the building would be <br /> discussed with the neighborhood and that backyard access <br /> would be allowed for Mr. Burns, the adjacent property owner <br /> on Booker Street. <br /> <br /> Mrs. Gleason stated that she felt the alley closing <br /> should be contingent upon sale of the property. <br /> <br /> Mr. Buck noted that the Director of Community <br /> Development had raised some concerns about the staff parking <br /> lot and questioned whether development of that site was <br /> necessary. <br /> <br /> Mr. Wassernaar stated that exact figures were not <br /> available, but development of the site for staff parking was <br /> considered very important and would reduce on-street parking <br /> in the neighborhood. <br /> <br /> Mr. Buck requested that more details about parking <br /> needs and requirements in relation to the building <br /> size be supplied to Council. <br /> <br /> Ms. Lillie Mae Brown of 902 Henry Avenue and President <br /> of the Rose Hill Neighborhood Association, stated that the <br /> neighorhood welcomed the developer for the Charlottesville <br /> Wellness Center into the neighborhoodt that the developer <br /> had solicited the neighborhood's input and that the <br /> neighborhood offered its full support for the entire <br /> project. <br /> <br /> Mr. Buck recommended that the first reading of the <br /> ordinance conveying the two City parcels to the <br /> Charlottesville Wellness Center be offered so that the sale <br /> of property and alley closing can be considered for their <br /> <br /> <br />
