268 <br /> <br /> WHEREAS, such Pool is licensed by the Bureau of Insurance of the State <br />Corporation Commission; and <br /> <br /> WHEREAS, the City of Charlottesville has been provided with the following <br />documents which provide a prototype of the responsibilities of the members of the Pool <br />and the amount and terms of the coverage to be provided: <br /> <br />Membership Agreement (dated 7/1/98) including the following exhibits: <br /> <br />a. Exhibit 1 - sample declaration pages and coverage forms (7/1/98). <br />b. Exhibit 2 - Virginia Municipal Self-Insurance Association Constitution <br /> and By-Laws (7/1/95). <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, by the City of Charlottesville in a <br />meeting assembled on the 8th day of September, 1998: <br /> <br /> 1. The City of Charlottesville certifies its intention to become a member of the <br />Pool beginning August 31, 1998 for the current Pool year and for two additional <br />consecutive Pool years thereafter; <br /> <br />2. Such membership is contingent upon: <br /> <br />Final approval of the Member Agreement and of the membership of <br />the City of Charlottesville by the Association's Members' Supervisory <br />Board, or its designee. <br />Payment of $180,792 as the first year's contribution as well as an <br />additional $100.00 membership fee to the Pool pursuant to the <br />quotation submitted to the City of Charlottesville or such final amount <br />as mutually agreed upon by the member and the Association or their <br />respective designees. <br /> <br /> 3. It is recognized that members of the Pool may be required to pay additional <br />assessments to the Pool and that in the event the Pool is in a deficit position which is not <br />corrected, a member will be liable for any and all unpaid claims against such member. <br /> <br /> 4 Rita K. Scott, Director of Finance for the City of Charlottesville, is <br />authorized to do all things necessary to enable the City of Charlottesville to become a <br />member of the Association and the Pool, including but not limited to execution of the <br />Member Agreement. <br /> <br />ORDINANCE: COMPOSITION OF INTERIM CHARLOTTESVILLE <br />REDEVELOPMENT AND HOUS1NG AUTHORITY BOARD OF COMMISSIONERS <br /> <br /> Ms. Daugherty explained that Council recently held a work session to discuss the <br />various ways that that the Housing Authority Board of Commissioners could be <br />composed, but no consensus was reached on the composition of a permanent board, and <br />Councilors wanted to receive additional information on other boards nationwide. Ms. <br />Daugherty said that there is agreement on involvement by public housing residents, but <br />the form of that involvement and future mission of the Authority remain unclear. Ms. <br />Daugherty explained that Council decided to hold focus groups with community <br />members to discuss the permanent composition and future mission. The majority of <br />Council indicated support at the work session for an interim board of five members who <br />will direct the hiring of a new director. Ms. Daugherty asked for a representative to <br />speak on behalf of those in attendance. <br /> <br /> Ms. Joy Johnson, 823-D Hardy Drive said that she would like Emily Heule to <br />speak. <br /> <br /> Ms. Emily Heule, Housing Authority member and public housing resident, said <br />that she thought that more than one person would be allowed to speak. Ms. Heule <br />referred to the recent naming of the Drewary Brovm Bridge and said that removing even <br />one member of public housing from the Authority Board tears down part of that bridge. <br /> <br /> <br />
