The changes for which a certificate of appropriateness are sought should not <br />have an adverse impact on either the existing structure nor the surrounding design control <br />district. <br /> <br /> In accord with the foregoing, a certificate of appropriateness for the Applicant's <br />roof top addition, is hereby approved Provided that it conforms to the description and <br />sketches shown to this Council by Applicant, as modified by Applicant's presentation to <br />thiS Council on January 4, 1999. <br /> <br />APPROPRJATION: $1,040,083 - CHILD DAY CARE SERVICES GRANT <br /> <br /> Mr. O'Connell explained that the appropriation includes a local share of $89,255, <br />and the increased need for day care services is a result of welfare reform. Mr. O'Connell <br />noted that this was identified in last year's budget process as a possible future need, and <br />will be considered in next year's budget as well. <br /> <br /> Ms. Daugherty added that the appropriation will also increase funds for working <br />parents. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Caravati, the $1,040,083 <br />appropriation for Child Day Care Services was offered and carried over to the next <br />meeting for consideration. <br /> <br />REPORT: STATUS OF 9TH/10TIt STREET CONSTRUCTION AND PROCESS FOR <br />NAMING NEW STREET <br /> <br /> Mr. O'Connell explained that the 9th/10th Street project is nearing completion and <br />has not yet been named. The Fifeville Neighborhood Association has recommended that <br />the street be named after the first African-American graduate of the University of <br />Virginia Medical School. Mr. O'Connell suggested that a public hearing be scheduled <br />and additional information be provided to Council. <br /> Ms. Daugherty asked how many addresses would need to be changed if all of 10a~ <br />Street was included in the new name. Ms. Daugherty suggested that a notice be put in <br />City Notes soliciting idea for the name. <br /> <br /> Mr. Toscano said the City will need to contact every property owner to make sure <br />people know that their street name may be changed. <br /> <br /> Ms. Richards said she has heard some interest in naming the street after Dr. <br />Martin Luther King, Jr. <br /> <br /> Mr. O'Connell said that he is aware of one neighborhood that has discussed the <br />name and they wanted it to be named after someone locally. <br /> <br />RESOLUTION: AUTHORIZING TEA 21 ENHANCEMENT GRANT <br />APPLICATION (CITY) <br /> <br /> Mr. O'Connell noted that potential projects were identified in Council's earlier <br />discussion of TEA 21, and he feels a consensus was emerging about doing a project in <br />the Union Station area, which could include a pedestrian bridge to the child care facility <br />and hospital, a bridge to the south of the train tracks, and a more longer term project of a <br />multi-modal transportation linear park along the railroad corridor right of way. Mr. <br />O'Connell suggested that the pedestrian crossing be focused on at this point. <br /> <br /> Responding to a question from Ms. Daugherty, Mr. David Vanaman, City <br />Engineer, said that a bridge from the day care center to the hospital would be more <br />complex. <br /> <br /> <br />
