32 <br /> <br /> Mr. Toscano said he would like to make a case for the pedestrian crossings, <br />noting that a lot of conceptual work has been done to link Fifevitle to West Main Street, <br />the University Hospital is interested in having better access to the Hospital, and <br />preliminary discussions have been held with CSX. Mr. Toscano said he thinks this <br />project speaks to the TEA 21 rational of reducing traffic by using a multi-modal corridor. <br />Mr. Toscano also said that he feels University and regional support would be given to the <br />project. <br /> <br /> Ms. Richards asked if this would be the beginning of multi-year applications for <br />this project. <br /> <br /> Mr. Toscano said he could not and would not want to bind future Councils, but <br />noted that he has been hearing some support for using TEA 21 for multi-year projects. <br /> <br /> Mr. Caravati asked if the City can submit more than one application, and Mr. <br />Vanaman said that more than one application can be submitted and he understands that <br />the applicant does not need to prioritize projects since VDOT will be judging them on the <br />basis of merit. <br /> <br /> Mr. O'Connell said that in reality the staff work cannot be done on too many <br />projects. Mr. O'Connell noted that later in the meeting Council will be asked to support <br />the Airport's TEA 21 project, and Council may want to support it secondarily to its own <br />projects. <br /> <br /> Ms. Richards expressed concern that by applying for the money, Council will be <br />committing to the Union Station project without knowing very much about it and what its <br />impacts will be. Ms. Richards said she feels there are many unanswered questions. Ms. <br />Richards said the enhancement portion of TEA 21 does not list alternative transportation <br />and she has very mixed feelings about it. Ms. Richards said she thinks the idea of a linear <br />park is intriguing, but if she supports that project, she would like to submit more than one <br />grant to assure that one is approved. Ms. Richards said she would like to make a pitch for <br />the Historic Court Square initiative, adding that she feels it would meet multiple criteria <br />under the program. <br /> <br /> Mr. Caravati said he would support the West Main Street pedestrian link as his <br />first priority, with the Court Square initiative his second priority. <br /> <br />Ms. Daugherty agreed with Mr. Caravati. <br /> <br /> Ms. Richards said that with Court Square, the City would not be committing to <br />multi-years of funding. <br /> <br /> Mr. Caravati said he sees the West Main Street project as a "reach into the future," <br />and expressed excrement about working with the University of Virginia. <br /> <br /> Ms. Richards said that the Historic Resources Task Force and Mr. Satyendra Huja <br />can be used as a resource for the Court Square project. <br /> <br /> Mr. O'Connell said that staff needs to figure out realistic cost estimates for the <br />proposals. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Richards, the resolutions approving <br />the TEA 21 applications for the "West Main Street Pedestrian Link" and "Court Square <br />Initiative," with the West Main Street Pedestrian Link being Council's first priority <br />project and the Court Square Initiative being Council's second priority project, were <br />approved by the following vote. Ayes: Mr. Caravati, Ms. Daugherty, Ms. Richards, Mr. <br />Toscano. Noes: None.
