50 <br /> <br /> WHEREAS, the Commission provides a valuable link between state and local <br />government; and <br /> <br /> WHEREAS, the budget amendment before the Senate Finance Committee and <br />the House Appropriations Committee will increase the state funding for planning <br />districts; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City of Charlottesville <br />supports increased funding for planning district commissionto continue the partnership <br />of state and local funding of the commissions, so long as it does not require a local match <br />or change the local contribution. <br /> <br />APPROPRIATION: $194,380 - COMPUTER SYSTEM FOR COMPLIANCE WITH <br />PERSONAL PROPERTY TAX RELIEF ACT <br /> <br />Mr. O'Connell explained that this is a supplemental appropriation. <br /> <br /> Responding to a question from Mr. Caravati, Mr. O'Connell said that the State car <br />tax rebate is driving the need for the computer system, but there is also a need to address <br />Year 2000 issues. <br /> <br /> Responding to a question from Ms. Richards, Ms. Peacock said that the City <br />collects the car tax and the State reimburses the City and individuals. <br /> <br /> Responding to a question from Mr. Toscano, Ms. Peacock said that it has been <br />known that this system was needed for approximately 6 months. Ms. Peacock added that <br />the City has been out to bid twice. <br /> <br /> Mr. O'Connell said that he will send Council more information on the <br />appropriation prior to the second reading. <br /> <br /> On motion by Ms. Richards, seconded by Mr. Caravati, the $194,380 <br />appropriation for the computer system for compliance with the Personal Property Tax <br />Relief Act was offered and carried over to the next meeting for consideration. It was <br />noted that the appropriation was offered begrudgingly because of the burden placed on <br />localities by State action. <br /> <br /> Ms. Daugherty asked Councilors to submit any questions in advance to staff for <br />the development process work session scheduled for February 16. Ms. Daugherty asked <br />that the consent agenda be placed at the beginning of the February 16th agenda. <br /> <br /> Ms. Richards said that the vendor issue has been before the downtown property <br />owners group for some time. Ms. Richards said that an ordinance which would set up a <br />lottery for limited locations has been discussed. <br /> <br /> Mr. Toscano agreed that the property owners would like Council to set up a <br />process to consider the issue further. <br /> <br /> Mr. Cox said it sounds like the BAR is willing to host the meeting and to allow <br />public comment. <br /> <br /> Mr. Caravati said he does not feel that all the vendor issues are appropriate for the <br />BAR. <br /> <br /> b/Ir. Toscano said he thinks the City should try to do something and recommended <br />that staff recommend a process to Council. <br /> <br /> Ms. Richards said that perhaps Council should decide what kinds of environment <br />it would like to see downtown. <br /> <br />It was agreed that staffwould recommend a process to Council by April. <br /> <br /> <br />
