I44 <br /> <br /> BE IT RESOLVED by the Councilofthe City of Charlottesvitte, Virginia, that <br />this Council hereby modifies the Service Agreement with an amendment to Section 2. I of <br />the Agreement, shown as follows: <br /> <br /> Section 2.1 ,C, 0,nstruction of Detention Center. The Commission agrees to <br />construct and equip the Detention Center, designed to initially hold a rated capacity of 40 <br />beds, located at such site as the Commission may determine after e~-2'~,~fi~ v~:~th and <br />........ ~ ~ ..... ~, ~,n,. ~s~.~,~ ~,.~:,a;,,; ..... The initial construction of the Detention <br />Center shall include core facilities to accommodate the construction of at least 40 <br />additional beds. At such time as-the Commission determines thatthe construction of such <br />additional beds is necessary, the-Commission shatl proceed with such additional <br />construction, subject to the requirements of Section 3.10, and provided that funds for debt <br />service on any Obligations attributable to the construction of such additional beds shall <br />be collected through a separately calculated component of the Per Diem Charge that shall <br />only be allocated among and payable by those Member Jurisdictions that have approved <br />in writinglhe Commission's undertaking to construct and finance such additional beds. <br /> <br />COUNCIL CHAMBER- June 7, 1999 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravafi, Mr. Cox, Ms. Daugherty, Mr. Toscano. Absent: Ms. Richards. <br /> <br />A W ARDS,~RESENT A TION S <br /> <br /> Ms. Daugherty recognized the Charlottesville Vokmteer Fire Fighters for their <br />receipt of a first place award at the Apple Blossom Festival for antique fire vehicles and <br />presented the plaque to Volunteer Fire Chi&Harry COoke. Mr. COOke said that the <br />Volunteer Fire Fighters have provided service m the City of Charlottesville for 1 I0 years. <br /> <br />PUBLIC <br /> <br /> 'Ms. Anne Keith, 1623 Traitridge Road, President of the Charlottesville Education <br />Association, but speaking for herself, said that the Superintendent of Schools. and School <br />Board need to find better ways to communicate staff changes to staff and the community. <br /> <br /> Ms. CatficeP'erera; a teacher at Walker Upper Elementary School, expressed <br />concern about recent administrative changes in the schools which they said has led to a <br />climate of distrust, resulted in the removal ora well-established administrator, and is not <br />in the best interest of the schools. <br /> <br /> Ms. Leslie ~Dieht, a teacher at Walker School, questioned ~he abrut~s of the <br />decision to make the administrative changes which did not allow for an oppomanity for <br />public input. Ms. Dieht asked others in the audience to stand in support of her comments <br />and a numherofpeople stood. <br /> <br />Ms. Christen Cosner expressed support for School Board candidate Sue Lewis. <br /> <br /> Ms. Daugherty said.she hopes the teachers wilt express their concerns to the School <br />Board. <br /> <br /> Ms. Karen-Moran Rilander, a parent of a Bumley-Moran student, said that it <br />appears that t_he School Board has an agenda that does not involve parents. Ms. Rilander <br />expressed concern that each school district is not equally represented on the School <br />Board and asked Council to change the make-up of the Board as it is unfairly weighted to <br />certain school districts. <br /> <br /> Ms. Sandy SutherIand, a teacher, askedthat Counci! appoint someone to the School <br />Board who is attuned to what is happening in alt schools and not someone with a single <br />agenda. Ms. Sutherland said that the School Board members need to have respect for all <br />and reasonable expectations of what can be accomplished in the schOOl system. <br /> <br />Mr. Kevin Lynch, 609 Locust Avenue, suggested that four-way stop signs be <br /> <br /> <br />
