Mr. Lynch also recommended that <br />stop lights be adjusted in order to ease the flow of traffic on Route 29 and the 250 <br />Bypass. <br /> <br /> Ms. Catrice Petera spoke again and said that as an African-American teacher the <br />shuffling of two African-American administrators in the-school system has made her <br />reflect on her own career. <br /> <br /> Ms. Heather Trout, a resident of Hinton Avenue, member of the gay and lesbian <br />group "Created Equal," asked that Council ask School Board candidates about their views <br />on adopting a policy to include protection based on sexual orientation in light of the <br />School Board% refusal to do so. <br /> <br /> Mr. O*ConneI1 said that the following has occurred, or will occur in the next week <br />in Greenbrier to protect the neighborhood from traffic using that route as an alternative to <br />Rio Road during its closure: four-way stop signs, crosswalks and increased police <br />enforcement. In addition, traffic signals on Route 29 will be coordinated to improve the <br />traffic flow. <br /> <br />PUBLIC HEARING: SCHOOL BOARD APPOINTMENTS <br /> <br /> Mr. Albert B. Reynolds, a candidate for the School Board, said that he supports <br />improvements in instructional programs, renovations of school buildings, improving the <br />climate for learning (including adopting protection for students based on sexual <br />orientation), and early childhood education. <br /> <br /> Mr. Dave Norris spoke in support of Richard Merriwether for the SchOOl Board and <br />in favor of the School Board adopting protections regarding sexual orientation. <br /> <br /> Rev. William Johnson, 2170 Lynchburg Road, said he has listened to complaints <br />expressed during the meeting, and while he is sure they are valid, he asked if they have <br />seen the test scores of African-American students. Rev. Johnson said that Westhaven and <br />other such housing projects should be demolished. Rev. Johnson said that he feels the <br />school system is better than it was, but some changes have to be made, and he urged <br />people to see what happens as a result of the changes before criticizing. Rev. Johnson <br />supported the reappointed of Richard Merdwether. <br /> <br /> A resident of 2406 Kerry Lane, a teacher at Walker School, referred to comments <br />made by Rev. Johnson, said she and other teachers teach every student regardless of their <br />race. She supported Mr. Merriwether for reappointment. <br /> <br /> Ms. Daugherty read the names of the applicants for the School Board: Rosalyn <br />Berne, Olivia Boykin, Kathleen Galvin, Sue Lewis, Cheryl Ribano, John Santoski, and <br />Richard Merriwether. <br /> <br /> Mr. Cox said he would like to make it clear that he fees the issue with the schools is <br />about communicating their vision. Mr. Cox said that the Council will take the concerns <br />expressed to the School Board at their monthly meetings. Mr. Cox said he shares the <br />speakers' concerns about protection based on sexual orientation. <br /> <br /> Mr. Toscano said that in the past written questions have been submitted to School <br />Board members and asked if Council plans to do so again. <br /> <br /> Ms. Daugherty asked Councilors to provide her with draft questions no later than <br />Wednesday. <br /> <br />I~PORT: AIRPORT UPDATE <br /> <br /> Mr. Bryan Elliott, Airport Manager, said that the air traffic at the airport has grown <br />steadily at 3.4% through the 1990's and improvements are planned in ground access to <br />the airport. Additional long-term parking will be completed by the end of the summer <br /> <br /> <br />
