146 <br /> <br />and changes to the road leading to the airport are planned. <br /> <br /> Mr. Toscano asked ifthe Council will need to take any action regarding the airport <br />in the next year, and Mr. Elliott said that Council may be asked to endorse a TEA 21 <br />grant for completion of the road improvements asthis year's grant was not approved. <br /> <br /> Responding to a question from Mr. Cox about the road design, Mr. Eltiott said that <br />the Airport Authority will make decisions regarding the road design following VDOT <br />design standards. Mr. Elliott said that the road will have a median and will include <br />bikelanes. <br /> <br />Mr. Cox said he would like the road design forwarded to Counc~. <br /> <br />,,,PUBLIC HE,ARtNG/,OR1),INANCE: UTILITY RATES (2~t reading) <br /> <br /> Ms. Daugherty explained that water rates are proposed to increase 4.7%, <br />wastewater to increase by 1.2%, and gas rates to increase by tess than 1%. <br /> <br />The public hearing was opened. <br /> <br /> Ms. Kay Slaughter, representing the Southern Environmental Law Center, urged <br />Council to adopt a long-term water conservation plan jointly with Albemarle County <br />which she feels will h~d down water rates in the long-mn. Ms. Slaughter expressed <br />concern about the lack of a public process regarding the Buck Mountain reservoir and <br />requested that Rivarma Water and Sewer Authority hold a public hearing on the issue. <br /> <br />As there were no further speakers,, the public hearing was ctosec[ <br /> <br /> Mr. Caravati asked- why the County is not raising their water rates, and Ms. Rita <br />Scott, Director of Finance, said- that the County is replacing their old meters which~they <br />feel will result in an increase in revenues as they will more accurately reflect actual water <br />consumption. <br /> <br /> Mr. Toscano said he assumes that staffwill follow-up on the request forthe public <br />hearing and to develop a water conservation program. <br /> <br /> Ms, Daugherty said she has spoken to staff abotrt the public hearing and they feel <br />that since the report is so technical they need more time to present options to the 1~ablic <br />before holding a Fublic hearing. <br /> <br /> Mr. Cox suggested that large water users be approached regarding water <br />conservation efforts. <br /> <br /> Mr. O'Connelt said that the City is focusing on individual customers regarding <br />water conservation. <br /> <br /> The ordinance entitled "AN ORDINANCE TO AMEND AND REORDAtN <br />SECTIONS 31-56, 31,57, 3!-60, 3t-61, 31452, 3t-153, AND 31-156, OF THE CODE <br />OF THE CITY OF CHARLOTTESVILLE, 1990, AS AMENDED, REt.ATiNG TO <br />UTILITY RATES," which was offered at the May 17m meeting, was approved by the <br />following vote. Ayes: Mr. Caravati, Mr. Cox, Ms. Daugherty, Mr. Toscano. Noes: <br />None. Absent: Ms. Richards. <br /> <br />PUBLIC ,!tEARING/ORDnANCE: APPROVAL OF TOWEPARK TENANT <br />LEASE <br /> <br /> Mr. Clyde Gouldman, City Atttaxtey, explained that the tenant has leased the house <br />at Towe Park for a number of years and serves as an overseer of the property, and state <br />law requires that a public hearing be held prior to renewing the lease. <br /> <br />The public hearing was opened, btrt as there were no speakers, it was dosed. <br /> <br /> <br />
