Ms. Richards <br />said she has brought this up at the MPO and hasbeen told that a comprehensive plan <br />needs tobe in place before VDOT will plan for the additional width. <br /> <br /> Mr. O'ConneI1 said he thinks staff are working on putting such a plan in place, <br />and said he will provide more information to Council. <br /> <br /> Mr. Caravati asked the City's MPO representatives to act on the idea ora regional <br />transportation summit, under the guise of the MPO, within the next year. <br /> <br /> Mr. 'Toscano said he feels this discussion needs to occur in a lot of different <br />arenas. <br /> <br />RESOLUTION: AUTHORIZING HOUSING INITIATIVES FUNDS FOR <br />PURCHASE OF PROPERTY AT 9TH/10TH STREET (TO BE PURCHASED BY <br />PIEDMONT HOUSING ALLIANCE) <br /> <br /> Mr. Satyendra Huja, Director of Strategic Planning, gave an overview of the <br />project proposed for the block on 9th/10th Street which is at the entrance of the Fifeville <br />Neighborhood. Mr. Huja said the project provides the opportunity for a partnership <br />between the City, Piedmont Housing Alliance 0~HA), and the private sector. The <br />proposal is that the block be acquired through PHA and redeveloped to be attractive and <br />economically viable. Mr. Huja said there are no specific plans for development, but a <br />mixed use is envisioned to fit in with the transition zone being proposed. Mr. Huja said <br />that the Fifeville Neighborhood Association has discussed the proposal and is strongly <br />supportive of this initiative. Mr. Huja said this is a strategically located block, and the <br />project should have a positive impact on the FifeviHe Neighborhood, West Main Street, <br />and University area and will increase taxes to the City. <br /> <br /> Mr.-Bruce Kirtley, President of PHA, said that projects completed as a result of a <br />partnership between PHA and the City have been successful in the Starr Hill <br />Neighborhood and on Hinton Avenue. Mr. Kirtley said the current proposal is <br />considered a gateway project and cannot be done without the City's help. <br /> <br /> Mr. Clyde Gotfldman, City Attorney, reviewed contract changes recommended by <br />Councilors. Mr. Gouldman said he needs direction from Council on the amount of the <br />cap on PHA's expenses, and noted that the PHA Board has not agreed to the termination <br />clause "for any reason." <br /> <br /> Ms. Daugherty suggested that a balance be struck on the cap on the amount of <br />PHA expenses, and suggested a cap of $50,000, Councilors agreed with Ms. Daugherty's <br />suggestion. <br /> <br /> Mr. Toscano asked for clarification on the reference to 25% of the project being <br />for tow and moderate income residents, and asked whether retail serving low income <br />residents will satisfy that goal. Mr: Toscano expressed concern about adding-new <br />Section 8 housing units which would go again the Council's housing policy, <br /> <br /> Mr. Sm Armstrong, Director of PHA, said that the initial vision for housing -;vas <br />for elderly residents. <br /> <br /> Mr. Goutdman noted that Council has the right to approve the use once the_plan is <br />more fixed. <br /> <br /> Mr, Toscano asked if PHA has an objection to precluding Section 8 housing, and <br />Mr. Armstrong said he does as they may have someone who would want to move there <br />with a Section 8 voucher. <br /> <br /> <br />
