209 <br /> <br /> Mr. Clyde Goutdman, City Attorney, explained that when the 250 Bypass was <br />constructed, VDOT acquired right-of-way which was then dedicated, along with the <br />Bypass, to the City. The property owners are trying to straighten out their property <br />boundaries to match the fence line. Mr. Gouldman said staff recommend that the <br />property be conveyed. <br /> <br /> The public hearing was opened, but as there were no speakers, the public heating <br />was closed. <br /> <br /> On motion by Mr~ Richards, seconded by Mr. C.aravati, the ordinance entitled <br />"AN ORDINANCE TO QLrITCLAIM THE CITY'S INTEREST IN A PORTION OF <br />RIGHT-OF-WAY NEAR THE 250 BYPASS AND PARK STREET, ACQUIRED BY <br />THE CITY FROM THE VIRGINIA DEPARTMENT OF TRANSPORTATION" was <br />offered and carried over to the next meeting for consideration. <br /> <br />PUBLIC ,HEARING/ORD~ANC,E: ABANDONMENT OF SEWER EASEMENT <br />ON FARRISH STREET <br /> <br /> Mr. Gouldman explained that the property owner is developing property on <br />Farrish Street and wants to relocate the sewer tine, Staff recommend that the old sewer <br />easement be abandoned and a new easement be approved. <br /> <br /> The public hearing was opened, but as there were no speakers, the public hearing <br />was closed. <br /> <br /> On motion by Mr. Caravati, seconded by Ms. Richards, the ordinance entitled <br />"AN ORDtANCE AUTHORIZING THE ABANDONMENT OF AN EASEMENT AND <br />ACCEPTANCE OF A NEW EASEMENT FOR RELOCATION OF A SANITARY <br />SEWER LINE ACROSS PROPERTY ON FARRISH STREET" was offered and carried <br />over to the next meeting for consideration. <br /> <br />RESOLUTION: DESIGNATING LONG BEACH, WASHINGTON AS A "SISTER <br />CITY" <br /> <br /> Ms. Richards reviewed the history of Lewis and Clark's stay in the Long Beach, <br />Washington area at the culmination of their expedition which had been conceived and <br />directed by Thomas Jefferson. Ms. Richards said that Ilwaco, Washington, a neighboring <br />community of Long Beach~ has a Lewis and Clark Interpretive Center, and Long Beach is <br />planning to erect a monument to Thomas Jefferson. Ms. Richard said the Pacific County <br />Friends of Lewis and Clark made the request for a sister city relationship, and the idea <br />has been endorsed by the City's Lewis and Clark Committee. Ms. Richards explained <br />that the Lewis and Clark Bicentennial Council is coming to Charlottesville on October 1~ <br />to plan the bicentennial celebration of the expedition, and she hopes to have the <br />resolution approved prior to their visit. Ms. Richards presented Council with letters from <br />officials and citizens in the Long Beach area endorsing the idea of a sister city <br />relationship. <br /> <br /> Responding to a question from Mr. Caravati, Ms. Richards said that Sister Cities <br />International has not been involved in the idea. <br /> <br /> Mr. Caravati asked if the sister city relationship will have any immediate benefit <br />for Charlottesville. <br /> <br /> Ms. Richards said that the Lewis and Clark bicentennial celebration is to be held <br />in 2003 and ~her western states are far head in the planning for th'rs celebration. Ms. <br />Richards said that the Long Beach residents are interested in raising awareness of <br />Thomas Jefferson. Ms. Richard said she feels the immediate benefit is the need to get <br />started in planning now for the bicentennial celebration. <br /> <br /> Mr. Caravati asked if there is any budgetary impact in establishing the sister city <br />relationship, and Ms. Richards said that there may be some public relations outlay at <br />some point, but she does not anticipate any significant expense. <br /> <br /> <br />
