213 <br /> <br />move from rental housing to home ownership, but said it is hard to find a home in perfect <br />condition for under $75,000. <br /> <br /> Ms. Linda Davis, 1429 Grace Street, said she is speaking on behalf of residents of <br />the Hazel/Grace Street area in opposition to the site plan proposed for 1426 Hazel Street <br />for Riverside Luncb_ Ms. Davis said she is concerned withthe integrity of the <br />neighborhood if the restaurant moves there. Ms. Davis said that of t 30 houses, 113 <br />people signed a petition opposing the restaurant location. Ms. Davis said neighbors <br />oppose the restaurant because t) it will increase traffic and will have inadequate parking; <br />2) there will be an environmental impact with exhaust fumes and drainage problems; 3) it <br />will be located one street from the back of Bumley Moran School; and 4) with a balcony <br />there will be noise problems. Ms. Davis asked Council to consider these concerns and to <br />limit the hours of operation and hours that alcohol can be served. Five members of the <br />audience stood in support of Ms. Davis' comments. <br /> <br /> Mr. Curtis Crawford, 1637 Mason Lane, spoke against the race based admissions <br />policy of the University. Mr. Crawford said that the abolitionists campaigned to end <br />slavery and also against racial discrimination~ Mr. Crawford asked Council to help make <br />the transition to end race based decisions. Mr. Crawford supported the proposal to <br />provide a summer academic program for students applying to the University. <br /> <br /> Mr. Scott Warner, Botlingbrook Drive, said that the Riverside Restaurant is a first <br />class family restaurant and feels it will be a good neighbor for residents in its new <br />location. <br /> <br /> Mr. Buster Taylor, owner of Riverside Restaurant, said that he is not proposing to <br />raise the roof of the new building and provide outdoor seating. Mr, Taylor also noted that <br />the restaurant is never open later than 10:00 p.rr~ Mr. Taylor said he will be glad to work <br />with the neighborhood and encouraged people to call if they have questions. <br /> <br /> I'dr. Grant Cosner, owner of the property where Riverside wilt be relocated, said <br />that more parking than exists now will be available and a privacy fence wilt be built to <br />block all neighbors. Mr. Cosner said no thought has been given to a balcony on the <br />building. Mr. Cosner said the plans for the building have been before the City for quite <br />awhile. Mr. Cosner said the building will have a brick front and nice front porch. <br /> <br />RESOLUTION: SUPPORTING EFFORTS BY UNIVERSITY OF VIRGINIA TO <br />ATTRACT AND RETAIN AFRICAN-AMERICAN STUDENTS <br /> <br /> Ms. Richards said that she has been advised by Paul Gaston that the policy should <br />be referred to as "race sensitive admissions policy," and suggested that the language be <br />amended in the resolution to reflect this. <br /> <br /> Ms. Daugherty and Mr. Camvati said they have no objection to using the <br />language suggested by Ms. Richards. <br /> <br /> Mr. Caravati said that race is but one of many factors used by the University, <br />though it is the common thread that people mention and why Charlottesville is involved. <br />Mr. Caravati said he tEets the resolution speaks to the fact that we are all one community. <br />Mr. Caravati said it is important to local youth, especially African-American youth, to <br />have representation at U. Va., and he feels any diminishment of African-American <br />students at U. Va. would be unfortunate. <br /> <br /> Mr. Toscano said he feels the resolution represents Council trying to be helpful to <br />those people who want the University to move forward. Mr. Toscano said he would <br />prefer that "race as a factor" be used in the final paragraph of the resolution since that is <br />the language used by President John Casteen. Mr. Toscano made a motion to approve the <br />resolution, substituting "race sensitive" in paragraph 6 and maintaining "race as a factor" <br />in the final paragraph. Mr. Caravati seconded the motion. <br /> <br /> Ms. Richards congratulated President Casteen on the leadership he has shown on <br />this issue, and said she feels that unless the Supreme Court rules that the policy is illegal <br />it should be supported. <br /> <br /> <br />
