218 <br /> <br />on 1~t Street South, 68 feet of frontage on Water Street, and containing approximately <br />16,326 square feet of land or .375 acres; <br /> <br /> WltEREAS, following a joint public hearing before this Council and the <br />Planning Commission, duty advertised and held on September 14, 1999, this Council <br />finds that such use will conform to the criteria applicable to special permits generally <br />under Chapter 34 of the City Code; now, therefore <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia thata <br />special use permit is hereby approved and granted to Hampshire Investments Ltd., owner <br />of the property at 100 West Main Street to allow for the addition of up to twenty-eight <br />(28) dwelling units to the subject property at a density of 105 dwelling units per acre. <br /> <br />This special use permit is conditioned upon: <br /> <br />Administrative approval of the site plan with the following items addressed: <br />a. Detailed design of outdoor lighting fixtures that will minimize outward <br /> glare to adjacent properties. <br />Signs (location, character, size, height & orientation) in accordance with <br />Chapter 34, Article XXX, City Code. <br />c. Existing/proposed contour lines at intervals of 5 feet or tess. <br />d. Indication ofthe type of vegetation that will be provided. <br />e. Signature Panel for approval and date. <br />f. Details ofbollards or any other measures used to block traffic. <br />g. Indication of the pavement material proposed for the pedestrian area~ <br />h. Details of any railings that will be used near the plaza or lowered <br /> sidewalk. <br /> Details on roof drain connections to storm &rain system. <br /> Details and materials proposed for streetscape design, lighting, railings, <br /> tree wells, benches, bollards, loading areas, curb cuts, sidewalks, doorway <br /> entrances, on both sides of 1~t Street and Water Street for those areas <br /> adjacent to the former Woolworth's Building. <br />k. Provision of a street profile to ensure any and alt utility/wall conflicts are <br /> resolved. <br />1. Details and clarification on alt utility items and encroachmem into the <br /> right-of-way as outlined in the staff approval subject to final <br /> administrative review. <br /> <br />Provision of one handicapped parking space within 200 feet of the building as <br />part of any modifications to 1~t Street South. <br /> <br />o <br /> <br />Submittal to City Council seeking either a street closing to allow for the access <br />ramps and structures shown, or acquisition of that portion of the right-of-way to <br />permit the same. <br /> <br />Final approval by the BAR_ for details including windows, doors, materials and <br />color samples <br /> <br />REsOLuTION: DESIGNATING LONG BEACH, WASHINGTON AS A "SISTER <br />CITY" <br /> <br /> Ms. Kay Slaugt-aer, Chair of the Lewis and Clark Exploratory Committee <br />explained that the Committee unanimously voted to support the sister city relationship <br />with Long Beach~ Ms. Slaughter said that a meeting of the Lewis and Clark Bicentennial <br />Celebration Committee was recently held in Charlottesville and the Director of the <br />Washington State Historical Society, who attended the rreeting, said he hoped Council <br />would support the resolution. Ms. Slaughter said Long Beach is a small community of <br />good people and the resolution is historically accurate. Ms. Slaughter said she thinks <br />such joint ventures will benefit both communities and she hopes Council wilt support the <br />resolution. <br /> <br /> Mr. Caravati made a motion to approve the resolution and it was seconded by Ms. <br />Richards. <br /> <br /> <br />
