219 <br /> <br /> Ms. Daugherty said she has spoken to the Chair of the Albemarle County Board <br />of Supervisors about the County also approving the resolution and they will be <br />considering the matter. <br /> <br /> Ms. Richards said that Representative Virgil Goode has indicated his support of <br />the sister city relationship. <br /> <br /> The resolution designating Long Beach, Washington as a "sister City" was <br />approved by the following vote. Ayes: Mr. Caravati, Ms. Daugherty, Ms. Richards, Mr. <br />Toscano. Noes: None. Absent: Mr. Cox. <br /> <br /> WHEREAS, Charlottesville and Albemarle County are central to the history of <br />the Lewis and Clark Expedition; and <br /> <br /> WHEREAS, President Thomas Jefferson conceived and directed the Lewis and <br />Clark Expedition, seeking and receiving Congressional support for it; and <br /> <br /> WHEREAS, Jefferson with his secretary Meriwether Lewis, a native of <br />Albemarle County who was singularly qualified to lead the expedition, planned the <br />journey during the summer of 1802; and <br /> <br /> WHEREAS, Meriwether Lewis recruited his ~iend and colleague William Clark, <br />whose Virginia roots also included Albemarle County; and <br /> <br /> WItEREAS, the Expedition was greatly facilitated by the Louisiana Purchase <br />negotiated by Albemarle citizen and Minister Plenipotentiary James Monroe; and <br /> <br /> WHEREAS, Charlottesville, Virginia is the place where this historic trip West <br />Began; and <br /> <br /> WHEREAS, Lewis and Clark and their exploratory force began their journey in <br />June 1803 -with a primary goal of finding a waterway westward to the Pacific Ocean, and <br />aRer more than two years of travel by foot and boat over this immense land mass, <br />enduring hardship, illness and loss of life, they reached the Pacific Ocean goal in 1805; <br />and <br /> <br /> WHEREAS, it was on the Long Beach Peninsula that on November 7, 1805, the <br />Corps of Discovery fmally reached the Pacific Ocean and Captain Clark exclaimed <br />"Ocean in view! O the j y; and <br /> <br /> WHEREAS, the Lewis and Clark Exploratory Committee has been working to <br />create a Lewis and Clark Expedition Center in the Charlottesville-Albemarle arealo teach <br />and celebrate the intellectual and political origins of the Lewis and Clark Expedition, and <br />also to plan a Festival to celebrate the bicentennial of the Expedition; and <br /> <br /> WHEREAS, the Pacific County Friends of Lewis and Clark plan to erect a <br />monument to Thomas Jefferson overlooking the Pacific Ocean at an .encampment site of <br />Lewis & Clark, and are also planning a Lewis & Clark Bicentennial Celebration; <br /> <br /> NOW, THEREFORE BE IT RESOLVED, that the City of Charlottesville and <br />the City of Long Beach become Sister Cities to mark the relationship between <br />Charlottesville-Albemarle as the easternmost or[gin and the Long Beach Peninsula as the <br />westernmost culmination of the Lewis and CIark Expedition, to share information on the <br />roles of our two communities in Lewis and Clark's American adventure, and to <br />collaborate on publicizing and promoting the Bicentennial celebrations of the Lewis and <br />Clark expedition in our communities and across the nation. <br /> <br />.QRD!NANCES (3): TRANSITION ZONE ORDINANCES AND MAP <br />AMENDMENTS <br /> <br /> iX, dr.
