264 <br /> <br /> Mr. Toscano seconded the motion and the resolution extending terms of the BAR <br />members whose terms expire on January 1, 2000 until successors are named was <br />approved by the following vote. Ayes: Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. <br />Richards, Mr. Toscano. Noes: None. <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, <br />that the terms of the current members of the Board of Architectural Review <br />("BAR"), whose terms would ordinarily expire on January 1, 2000, are hereby <br />extended until such time as their successors are appointed by the City Council. <br /> <br /> Ms. Richards said she woutd tike to interview candidates to know where they <br />stand. <br /> <br /> It was agreed that the deadline for receipt of applications for the BAR would be <br />January 17, 2000, and interviews would be set at that time. <br /> <br />Mr. Cox said Council may want the BAR to bring forward a preservation plan. <br /> <br /> Ms. Daugherty said that if Councilors have specific questions they would like to <br />ask of applicants to give them to her or Ms. Cox. <br /> <br />CONSENT AGENDA <br /> <br />ORDINANCE: PRE-APPLICATION CONFERENCES - BOARD OF <br />ARCHITECTURAL REVIEW <br /> <br /> Mr. Caravati q~aestioned whether the pre-application conference with the BAR, as <br />proposed, would really facilitate things, and suggested that the BAR Chair, one other <br />BAR member, the Director of Neighborhood Services and/or appropriate staff do the pre- <br />application meeting. <br /> <br /> Mr. Cox said he hopes that is enough diversity of opinion, adding that including <br />two or three BAR members may be beneficial. <br /> <br /> Mr. Caravati said he feels the Chair and one other BAR member would err on the <br />side of the BAR, adding that he feels that having the entire BAR is overly bureaucratic <br />and has been burdensome. <br /> <br /> Mr. Cox said he feels that ideas at a pre-application meeting need to be recorded, <br />and he feels that more communication leads to better understanding. Mr, Cox suggested <br />that the size of the pre-application committee be decided by the Chair and Director of <br />Neighborhood Services. <br /> <br /> Mr. Caravati said he feels informal settings are much more productive without the <br />public present as that often stifles straightforward discussions. <br /> <br />Mr. Gouldman said that any committee of the BAR would be open to the public. <br /> <br /> Mr. Cox said he supports the cormmittee idea and feels the meetings should be <br />public. <br /> <br /> Mr. Caravati said he -would prefer not to use the word committee, and made a <br />motion to approve the ordinance with the change in those attending pre'application <br />meetings. Mr. Toscano seconded the motion. <br /> <br /> Mr, Cox said he would prefer to allow the Chair and Director of Neighborhood <br />Services to determine who attends. '" ' <br /> <br />Mr. Caravati said he would agree to that as long as it is less than the entire BAR. <br />Mr. Toscano suggested that the City Attorney work on the language. <br /> <br /> <br />
