96 <br /> <br /> Mr. Henry Silva said that four years ago he suggested naming a street after Martin <br />Luther King, Jr. Mr. Silva said he would also support naming the street for Dr. Walker, <br />and feels there are so many other deserving individuals. Mr. Silva said he agrees with <br />comments made by Ms. White. Mr. Silva said that by default he feels the street should be <br />named after Rebecca McGirmess. <br /> <br />The public hearing was closed. <br /> <br /> Ms. Daugherty said that Council will take comments into consideration and will <br />not vote on the proposal until the next meeting. Ms. Daugherty said that others wishing <br />to express their opinion can contact Councilors prior to the next meeting or speak during <br />matters by the public at the next meeting. <br /> <br /> Mr. Toscano asked about the process and asked if property owners along the <br />street have been notified about the proposed name change. <br /> <br /> Ms. Daugherty said that people on 10th Street were notified by mail and she and <br />Mr. Caravati went door to door along the corridor and left information about the <br />proposal. <br /> <br /> Ms. Richards thanked ali those who spoke and said she found it very provocative. <br />Ms. Richards noted that history is a messy process. <br /> <br /> Ms. Dwagherty noted that this street is not the only monument in the comity <br />and explained that a Committee is in the process ofdeveloping criteria for consideration <br />of names to be added to plaques on the Drewary Brown Bridge. <br /> <br />PUBLIC HEARING/ORDINANCE: 'UTLITY RATES (2na reading) <br /> <br />Mr. O'Connell reviewed the proposed rates. <br /> <br /> Mr. Caravati said he bas concerns that the incxease in capacity and system-wide <br />improvements for the water system are accounted for appropriately in the City, County <br />and University, and feels we need to look at it very closely. <br /> <br /> Ms. Richards said she agrees and is concerned that City users are having to pay <br />for the University's expansion. Ms, Richards supported revisiting the arrangement with <br />the University. <br /> <br /> Mr. Toscarxo said he assumes the CitY's representatives on the Rivanna Water and <br />Sewer Authority will take Council's concerns back to the Authority. <br /> <br /> Mr. O'Connell said theY will, but added that one of the things driving the <br />expansion is sedimentation. Mr. O'Counell said that residents in each locality pay only <br />for the water that they use. Mr. O'Co~.nell said an analysis has begun of the water system <br />and agreements. <br /> <br /> Mr. Cox said that utility rate increases have been fairly moderate in the last few <br />years with the exception of the water rate increase this year, and he is concerned where <br />the rates are going in the next few years. Mr. Cox said he would like to make any <br />increases more predictable. <br /> <br /> The public hearing was opened, but as there were no speakers, the public hearing <br />was closed. <br /> <br />PUBLIC HEARING/ORDINANCE: DROUGHT MANAGEMENT <br /> <br /> Mr. Clyde Gouldman, City Attorney, said that the proposed ord'mance outlines a <br />process for conservation of water during an emergency, which would need to be declared <br />by Council. IV'tr. Gouldman said that hig~her water rates or a surcharge are included as <br />part of the emergency measures, but said he feels that the better route may be temporary <br />higher rates. <br /> <br /> <br />
