The public hearing was closed, but as there were no speakers, the pffvtic hearing <br />was closed. <br /> <br /> Mr. Toscano expressed concern about the restriction on washing of houses and <br />the impact that could have on someone who has planned to paint their house, and Mr, <br />Gouldman ~d that appeals can he made to the City Manager in certain circmnstances <br />such as this. <br /> <br /> Mr. Toscano also expressed concern that the proposed moratorium on water <br />connections after declaration of an emergency could create big problems financially for <br />builders, and unless an appeal is allowed, CoUncil may want to rethink this. <br /> <br /> Mr. Caravati said he agrees this couM he problematic, and asked what would he <br />the criteria for an appeal. Mr. Caravati also said that imposing higher rates on all <br />customers would be regressive. Mm Caravati asked how industrial customers would be <br />dealt with. <br /> <br /> Ms. Richards said it appears that the ordinance allows the City Manager to use his <br />judgment to enact some but not all of the options, and said she feels discretion is built <br />into the ordinance. <br /> <br /> Mr. Toscano said that the more restrictive measures could be made subject to <br />Council approval. <br /> <br /> Mr. Toscano moved the ordinance entitled "~ ORDINAl,ICE ADDING A NEW <br />SECTION 31-125 TO THE CODE OF THE CITY OF CHARLOTTESVILLE, 1990, AS <br />AMENDED, FOR CONSERVATION OF WATER DURING EMERGENCIES," with <br />the more restrictive measures subject to CoUncil approved, Ms. Richards seconded the <br />motion, and it was carried over to the next meeting for consideration. <br /> <br />REPORT: LIVING WAGE PROPOSAL <br />APPROPRIATIQN: $76,982 - LIVING WAGE <br />RESOLUTION: $8 MINIMUM PAY RATE <br />RESOLUTION: CHALLENGING AREA EMPLOYEES TO PAY LIVING WAGE <br /> <br /> Mr. O'Connell explained that at the request of CoUncil, staff, two Council <br />Members and interested parties met to discuss the proposal that Council adopt an <br />ordinance that would require all contract employees be paid a living wage. Mr. <br />O'Connell said that the following initial recommendations are made. One, increase the <br />pay for all City employees, including season, part-time, and temporary, to $8 an hour. <br />This appropriation would come out of the Council reserve. Second, adopt a resolution <br />amending the City's pay plan to reflect this increase. <br /> <br /> Ms. Richards asked what effect this would have on next year~s budget, and Mr. <br />O'Connell said that the total budget would increase by this amount, plus any increases. <br /> <br />Mr. Cox said he feels this should be helpful in filling these jobs. <br /> <br /> Mr. Toscano moved the appropriation, Mr. Cox seconded the motion, and it was <br />carried over to the next meeting for consideration. <br /> <br /> Mr. Caravati expressed some concern about spending that much of Council's <br />reserve fund with other things, such as the Westhaven Clinic, that could come up. <br /> <br /> Mr. O'ConneI1 said that Council has the option of taking the funds bom the fund <br />balance. <br /> <br /> Mr. Toscano said he feels it is appropriate to take the lands ~om Council reserve <br />funds. <br /> <br /> On motion by Ms, Richards, seconded by Mr. Caravati, the resolution amending <br />the City's pay plan was offered and carried over to the next meeting for consideration. <br /> <br /> <br />
