APPROPRIATION: $7,S00 ITALIAN EXCHANGE PROGRAM <br /> <br /> Mr. Hendrix explained that the appropriation would fund <br />the Italian Exchange Program being conducted in conjunction <br />with Albemarle County and the Chamber of Commerce. <br /> <br /> Mr. Buck stated that there was equal City and County <br />participation in the program. · <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Gunter, the <br />$?S,000 appropriation was offered and carried over to the <br />next meeting for consideration. <br /> <br />APPROPRIATION: COMMUNITY DEVELOPMENT BLOCK GRANT FY 85-86 <br /> <br /> Mr. Hendrix explained that the appropriation represented <br />the City's grant from the Department of Housing and Urban <br />Development for CDBG projects previously approved by Council. <br />Mr. Hendrix noted that there had been some concerns previously <br />about the proposed Mediation Center. <br /> <br /> Mrs. Mary Reese, ChairmEn of the Social Development <br />Commission, recommended Countil"s aD~roval of the <br />Center. - <br /> <br /> Mr. Peter Mclntosh, Dir <br />Legal Aid Society, spoke in <br />a useful service for Legal A <br /> <br />~ctor of the Charlottesville-Albemarle <br />support of the Mediation Center as <br />id clients who he felt would use <br /> <br />the service extensively. Mr Mclntosh added his hope that <br />Albemarle County would agree to participate in the Mediation <br />Center in the future. <br /> <br /> Mrs. Linda Bowen, President of the Federation of Neighborhood <br />Associations, read a statement in support of the Mediation Center <br />with the following conditions: 1) That there be a sunset stipula- <br />tion on the use of public funds for this program unless a <br />benefit/cost study done by an independent organization shows that <br />there will be some net gain to taxpayers or the community within <br />three years, 2) That the project's design include a fairly <br />rigorous evaluation component so that future questions about <br />benefit to the community and benefit to low and moderate income <br />people can be answered with some precision, and 3) That the <br />funding for future years be conditional on a contribution by <br />Albemarle County proportional to its share of the population <br />which should benefit from this program. <br /> <br /> Mr. Mark Smucker, Chairman of the Board of the Mediation <br />Center, stated that he felt the Mediation Center would be <br />beneficial to the citizens. <br /> <br /> On a question by Dr. Gunter, Mr. Satyendra Huja, Director <br />of Community Development, stated that he hoped to have provisions <br />similar to those mentioned by Mrs. Bowen a part of all CDBG <br />contracts. <br /> <br /> Mr. Hendrix noted that. Council would have the opportunity <br />next year to decide on continued funding of the Mediation Center. <br /> <br /> On motion by Dr. Hall, seconded by Dr. Gunter, the CDBG <br />appropriation for FY 85-86 was offered and carried over to the <br />next meeting for consideration. <br /> <br />RESOLUTION: AUTHORIZING CITY MANAGE.R TO SIGN AGREEMENT TO PROVIDE <br />SCHOOL BUS TRANSPORTATION <br /> <br /> Mr. Hendrix stated that City and School staffs had been <br />discussing the City taking over the maintenance and operation of <br />the school buses and that an agreement had been reached. Mr. <br />Hendrix stated that the planning would~be mainted by the schools <br />but the drivers would become City employees. Mr. Hendrix added <br />that the money budgeted by the Schools for this purpose would be <br />returned to the City and that the School Board had approved the <br />agreement. <br /> <br />49 <br /> <br /> <br />
