On motion by Dr. Gunter, seconded by Dr. Hall, the <br />appropriation was offered and carried over to the next <br />meeting for consideration. <br /> <br />RESOLUTION: MINORITY, GEOGRAPHIC AND GENDER REPRESENTATION ON <br />~D COMMISSIONS <br /> <br /> Mr. Roger Wiley, City Attorney, noted that the resolution <br />had been changed to state that the City's affirmative action <br />policy would be followed with regard to appointments on boards <br />and commissions. <br /> <br /> Referring to another section of the resolution, Mr. Barnes <br />stated that he did not think one factor alone should qualify <br />persons for board membership and that he was concerned that <br />the goal and policy relating to racial composition may be too <br />inflexible.. <br /> <br /> Mr. Buck stated that he felt it should be stated that <br />Council"s intention was to appoint the most capable and <br />qualified, persons. Mr. Buck also stated that he felt a clause <br />should be added to the affirmative action section stating that <br />preference be given to women and minorities provided that <br />women and minorities are not already adequately represented. <br /> <br /> Mrs. Gleason suggested wording changes to the resolution <br />and moved the resolution with all of the recommended changes. <br />Dr. Gunter seconded the motion and it was unanimously approved <br />by Council. <br /> <br /> WHEREAS, much of the important work of government in the <br />Charlottesville community is performed by boards and commissions, <br />comprised of volunteer citizen appointees; and <br /> <br /> WHEREAS, it is important to the work of those bodies that <br />their memberships be broadly representative of various segments <br />of the communitx; and <br /> <br /> WHEREAS, because many of these boards and commissions <br />deal with issues of special concern to black citizens, it is <br />especially important.that black persons be appointed to serve <br />on those bodies; and <br /> <br /> WHEREAS, because other boards and commissions deal with <br />issues of concern to various geographic areas of the City, <br />it is important that the membership of those bodies reflect <br />that geographic diversity; and <br /> <br /> WHEREAS, the City Council recognizes that valuable <br />contributions can be made to the work of such hoards and <br />commissions by persons of both sexes and of diverse ages,. <br />and economic and culturaI backgrounds; now, therefore <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia: <br /> <br /> (1) That it is the goal and policy of the Council to <br />appoint to boards and commissions well qualified citizens <br />that reflect minority, geographic and gender representation; <br /> <br /> (2) That Council will actively recruit knowledgeable <br />and interested black citizens to serve on ali such boards <br />and commissions, and especially on those of peculiar concern <br />to black citizens; <br /> <br /> (3) That Council will strive to appoint to the planning <br />commission and other bodies dealing with issues of varying <br />geographic impact persons residing in diverse geographic <br />parts of the City; <br /> <br /> (4) That all boards and commissions should include <br />both men and women members, and that neither youth nor <br />advancing age should disqualify any adult citizen from <br />service on such boards; <br /> <br /> <br />
