190 <br /> <br /> (5) That such considerations should likewide guide <br />Council in apponting City residents to serve on regional <br />boards and commissions; <br /> <br /> (6) That in selecting among prospective appointees <br />of otherwise equal qualifications Council will give <br />preference to monority and female applicants, in accordance <br />with the City's stated affirmative action policies on <br />those boards or commissions where women and minorities are <br />not already adequately represented. <br /> <br />RESOLUTION: APPOINTING VIEWERS TO CONSIDER CLOSING A PORTION <br />OF %% ALLEY BETWEEN 3RD AND 4TH STREET, N.E. <br /> <br /> Mrs. Gleason moved the resolution appointing viewers <br />to consider closing a portion of an alley between 3rd <br />and 4th Street, N.E., Mr. Barnes seconded the motion and <br />it was unanimously approved by Council. <br /> <br /> WHEREAS, this Council has received a petition from <br />VHM Corporation requesting vacation of a portion of an <br />alley off East Jefferson Street between 3rd and 4th Streets, <br />N.E.; and <br /> <br /> WHEREAS, it appears to Council that the notice required <br />by Section 15.1-364 of the Code of Virginia ~1950), as <br />amended, has been duly advertised; now, therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that Ms. Mary Jane Haynes, Messrs. <br />W. J. Copeland and H. P. Winn, Jr. report in writing to <br />Council what inconvenience, if any, would result from such <br />vacation. <br /> <br />ORDINANCE: <br /> <br />ZONING ORDINANCE (2nd reading) <br /> <br /> Mr. Buck stated that questions had been raised about <br />the following sections of the ordinance at the previous <br />meeting: 1) regulation of signs inside businesses in the <br />downtown historic district, 2) extension of maintenance <br />regulation to the Downtown Board of Architectural Review, <br />and 3) changing the historic designation to 188S. <br /> <br /> Mr. Wiley stated that he had counted at least 126 <br />signs which were visible in downtown business from approxi- <br />mately 25 feet. <br /> <br /> Mr. Buck stated that while he had made the suggestion <br />of including only those signs visible at a distance of ten <br />feet, he had also toured the area and felt that as a <br />practicle matter the regulation would not only be difficult <br />to enforce hut. could be seen as arbitrary and intrusive. <br /> <br /> Mr. Barnes-stated that he agreed with Mr. Buck's <br />comments. <br /> <br /> Mr. Buck made a motion to amend the ordinance by <br />eliminating Section 31-3. Mr. Barnes seconded the motion <br />and the amendment was unanimously approved by Council. <br /> <br /> Referring to section 31-141 concerning extending <br />maintenance regulation to the downtown historic district, <br />Mr. Wiley stated that he had received material from another <br />jurisdiction where a similar provision had apparently been <br />upheld, but he would prefer that the section not be voted <br />on until he could review the matter more thoroughly. <br /> <br /> Mr. Buck stated that he supported the section but felt <br />it would be imprudent not to follow Mr. Wiiey's suggestion. <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason, <br />action on section 31-141 was unanimously tabled until the <br />next meeting. <br /> <br /> <br />
