245 <br /> <br />APPROPRIATION: CDBG REVOLVING FUNDS TO CHIP FOR DEFERRED LOAN <br />PROGRAM (2nd reading) <br /> <br /> The CDBG Revolving Funds to the Charlottesville <br />Housing Improvement Program for the Deferred Loan Program <br />which was offered at the meeting of April 7th was approved <br />by the following vote. Ayes: Mr. Barnes, Mr. Buck, Mrs. <br />Gleason, Dr. Gunter. Noes: None. Absent: Dr. Hall. <br /> <br /> WHEREAS, the Council has previously approved the <br />expenditure of federal Community Block Grant funds for <br />Charlottesville Housing Improvement Program (CHIP) <br />activities, including authorizing deferred loans for <br />materials to homeowners; and <br /> <br /> WHEREAS, this program has produced revenue from the <br />repayment of these deferred loans; and <br /> <br /> WHEREAS, CHIP is continuing to make deferred loans; <br />now, therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of <br /> Charlottesville, Virginia, that revenue in the amount of <br /> $8,827.70 be appropriated to account 14-72208 to be used <br /> by CHIP to continue the deferred loan program. <br /> <br />RESOLUTION: GRANTING SPECIAL PERMIT TO ALLOW SORORITY AT 503 <br />16TH STREET. N.W. <br /> <br /> Mr. Satyendra Huja, Director of Community <br />Development, gave the following reasons for the Planning <br />Commission's recommendation for approval of the special <br />permit to allow a sorority at 503 16th St., N.Wo: 1) It <br />is in harmony with the Land Use Plan of the Comprehensive <br />Plan; 2) It will not have a significant adverse impact on <br />the surrounding area, if conditions are met; 3) The <br />proposed setback encroachments are in keeping with the <br />purpose and intent of the Zoning Ordinance, as amended; 4) <br />The proposed use is compatible with surrounding uses. <br />This approval is conditioned upon administration approval <br />of the site plan. <br /> <br /> Responding to a question regarding fire escapes and <br />sprinklers from Mrs. Gleason, Mr. A1 Yancey, trustee for <br />the land trust which owns the building, stated that the <br />fire officials were satisfied with the fire escapes and <br />the exits from the building and did not require that a <br />sprinkler system be installed. <br /> <br /> Dr. Gunter noted some concern on the part of the <br />Venable Neighborhood Association and with the statement by <br />a Planning Commission member that the neighborhood should <br />be responsible for providing housing for the University. <br />Dr. Gunter stated that she felt it was important to <br />encourage long-range planning and communication between <br />the University, neighborhoods and the City. <br /> <br /> Mr. Huja stated that some recommendations concerning <br />the neighborhoods had been dealt with and a report was in <br />the process of being prepared concerning future <br />recommendations. <br /> <br /> Mr. Barnes stated that he felt the proposed use of <br />the property was better than other possible alternatives <br />as far as the impact on the surrounding neighborhood was <br />concerned. <br /> <br /> On motion'by Mrs. Gleason, seconded by Mr. Barnes, <br />the resolution granting a special permit to allow a <br />sorority at 503 16th Street, N.W. was unanimously approved <br />by Council. <br /> <br /> <br />
