262 <br /> <br /> Mr. Hendrix stated that it was staff's understanding <br /> that the federal government was considering ,'Alternative B" <br /> for the Meadowcreek Parkway, which would not include park <br /> land but would go through private residences, the rescue <br /> squad property and Heritage Christian School, as a viable <br /> alternative. Mr. Hendrix recommended that Council pass a <br /> resolution stating that ,'Alternative B" was not considered <br /> to be a viable alternative for the Parkway. Mr. Hendrix <br /> added that federal funds could not be used for road <br /> construction through park land unless it was shown to be the <br /> only viable alternative. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Gunter, <br /> Council unanimously adopted the resolution stating that <br /> "Alternative B" was not considered a viable alternative for <br /> the Meadowcreek Parkway. <br /> <br /> WHEREAS, the Virginia Department of Highways and <br /> Transportation has presented the City with a draft <br /> environmental impact statement for the proposed widening <br /> and extension of McIntire Road, State Project Nos. <br /> U000-104-102, PE101 and 0631-002-128, C502; and <br /> WHEREAS, that draft environmental impact statement <br /> includes several alternative alignments for the extension <br /> of McIntire Road or "Meadowcreek Parkway;" and <br /> <br /> After reviewing the proposed alternatives City <br /> Council has concluded that one of them is unacceptable; <br /> now, therefore be it <br /> <br /> RESOLVED by the Council of the City of <br /> Charlottesville, Virginia, that the Council shall advise <br /> the Department of Highways and Transportation it deems <br /> Alternative Alignment B, proposed in the December 1985 <br /> draft environmental impact statement for the McIntire Road <br /> project to be unacceptable because of the dislocation of <br /> existing residences and other disruptive effects it would <br /> have in the Park Street neighborhood. <br /> <br />APPROPRIATION: $458,699 - JOB TRAINING PARTNERSHIP ACT (2nd reading) <br /> <br /> The $458,699 appropriation for the Job Training <br /> Partnership Act which was offered at the meeting of May 19th <br /> was approved by the following vote. Ayes: Mr. Barnes, Mr. <br /> Buck, Mrs. Gleason, Dr. Gunter, Dr. Hall. Noes: None. <br /> <br /> BE IT RESOLVED by the Council of the City of <br /> Charlottesville, Virginia, that an additional sum to be <br /> received from the Governor's Employment and Training <br /> Division of the Commonwealth of Virginia pursuant to the <br /> Job Training Partnership Act in order to fund the Summer <br /> Youth Employment Program, estimated at $458,699, is hereby <br /> appropriated to the JTPA fund, to be expended on <br /> authorization from the City Manager or his designee, and <br /> in accordance with applicable state and federal laws and <br /> regulations, to carry out the purposes of the program and <br /> the Act. <br /> <br />APPROPRIATION: $18,923.87 - OVERTIME FOR SNOW REMOVAL (2nd reading) <br /> <br /> The $18,923.87 appropriation for Overtime for Snow <br /> Removal which was offered at the meeting of May 19th, was <br /> approved by the following vote. Ayes: Mr. Barnes, Mr. <br /> Buck, Mrs. Gleason, Dr. Gunter, Dr. Hall. Noes: None. <br /> <br /> BE IT RESOLVED by the Council of the City of <br /> Charlottesville, Virginia, that the sum of $18,923.87 is <br /> hereby appropriated from the unappropriated balance of the <br /> City's General Fund to expenditure account 01-31020-5102 <br /> to cover the cost of overtime payments made by the Public <br /> Service Division of the Department of Public Works for <br /> snow removal operations in January and February of 1986. <br /> <br /> <br />
