268 <br /> <br />PRESENTATION: RAPE PREVENTION TASK FORCE <br /> <br /> Ms. Barbara Burger, Co-Chair of the Rape Prevention <br />Task Force, reviewed the history of the Task Force and the <br />major results of the study. Ms. Burger stated that high <br />risk areas and populations had been identified and that it <br />was felt that a community-wide effort aside from specific <br />recommendations would be necessary in order to reduce the <br />incidences of sexual assault. <br /> <br /> Mrs. Gleason praised the report as being an excellent <br />and comprehensive one prepared by a broad representation <br />of community members. <br /> <br /> It was agreed that a work session with Council would <br />be held on the recommendations of the Task Force. <br /> <br /> Mr. Barnes praised the work of Ms. Burger, stating <br />that she had been the driving force behind the report and <br />added that he felt many of the issues could be included in <br />a State legislative package. <br /> <br />REQUEST: SECOND STREET GALLERY - HANDICAPPED ACCESS <br /> <br /> Mr. Hendrix stated that the Second Street Gallery <br />which is housed in the McGuffey Art Center, has been <br />involved in raising funds in order to make McGuffey <br />handicapped accessible. Mr. Hendrix stated that ~15,000 <br />in Community Development Block Grant funds had been <br />committed to the project, but that $15,000 to $20,000 <br />remained to be funded. Mr. Hendrix stated that Second <br />Street Gallery had approached a foundation for the <br />additional support, but the foundation wanted assurances <br />from the City that McGuffey would continue to be usedas <br />an art center. <br /> <br /> Ms. Virginia Gardner, Executive Director of the <br />Second Street Gallery, stated that the Gallery was facing <br />a loss of grant money if McGuffey was not made handicapped <br />accessible, but she added that she felt there was also a <br />moral issue involved° <br /> <br /> Mr. Roger Wiley, City Attorney, stated that the City <br />was unable to sign a lease for more than five years, but <br />the Council could give its good faith assurance that <br />McGuffey would continue to be used as an art center in the <br />foreseeable future. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Gunter, <br />Council voted to give its good faith assurance that the <br />McGuffey building would continue to be used as an art <br />center for the foreseeable future. <br /> <br />APPROPRIATION: $13~000 - CREATIVE LEARNING AFTER SCHOOL/SUMMER <br />PROGRAM (2nd reading) <br /> <br /> The $13,000 appropriation for the Creative Learning <br />After School/Summer Program which was offered at the June <br />2nd meeting was approved by the following vote. Ayes: <br />Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr. Gunter. Noes: <br />None. Absent: Dr. Hall. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that the sum of $13,000 is <br />hereby appropriated from the unappropriated balance of the <br />General Fund of the City to expenditure account 01-61010 <br />to fund the City school system's Creative Learning After <br />School/Summer (CLASS) Program. <br /> <br />APPROPRIATION: UTILITY BUDGETS - FY 86-87 (2nd reading) <br /> <br /> The Utility Budgets which had been offered at the <br />June 2nd meeting were approved by the following vote. <br /> <br /> <br />
