RESOLUTION: GRANTING SPECIAL PERMIT FOR EXPANSION OF FRATERNITY <br />AT 600 PRESTON PLACE <br /> <br /> Mro Huja stated that the Planning Commission <br />recommended approval of the special permit for the <br />following reasons: 1) It is in harmony with the Land Use <br />Plan of the Comprehensive Plan; 2) It will not have a <br />significant adverse impact on the surrounding area, if <br />conditions are met; and 3) The proposed use is compatible <br />with most surrounding uses. This approval is conditional <br />upon the following: administrative approval of the site <br />plan with the following changes/additions: supplemental <br />screening around the deck. Mr. Huja stated that he felt <br />the additions would improve access and parking and would <br />give the fraternity a better arrangement of space. <br /> <br /> ~ Mr. Barnes stated that he was reluctant to grant the <br />special permit because of the possible negative impact on <br />the neighborhood by increasing the party areas of the <br />building.. <br /> <br /> The resolution granting a special permit for expansion <br />of the Theta Chi Fraternity at 600 Preston Place was moved <br />by Mr. Buck, seconded by Mrs. Gleason and defeated by the <br />following vote. Ayes: Mr. Buck and Dr. Gunter. Noes: <br />Mr. Barnes and Mrs. Gleason. Absent: Dr. Hall. <br /> <br /> It was agreed that further negotiations with the <br />fraternity and neighorhood would be held and that the issue <br />would be discussed at the special meeting scheduled for <br />June 23rd. <br /> <br />RESOLUTION: GRANTING SPECIAL PERMIT TO USE 1541 VIRGINIA AVENUE <br />AS A SORORITY HOUSE <br /> <br /> Mr. Huja listed the following reasons for the Planning <br />Commission's recommendation to approve the special permit: <br />1) Iit is in harmony with the Land Use Plan of the <br />Comprehensive Plan; and 2) It will not have a significant <br />adverse impact on the surrounding area, if conditions are <br />met. The approval is conditioned upon the following: 1) <br />Administrative approval of the site plan with the following <br />changes/additions: a) location of sidewalks along all <br />property frontages) b) location of screening for off-street <br />parking area; c) building heights in feet as well as <br />storiies; d) soil erosion/sediment control measures as may <br />be rlequired during site construction; and e) location of <br />all utilities including new connection for sprinkler <br />systiem; and 2) Modifications to the proposed sidewalk to <br />assure that the tree is saved. <br /> <br /> On motion by Dr. Gunter, seconded by Mrs. Gleason, the <br />resolution granting s special permit to use 1541 Virginia <br />Avenue as a sorority house was unanimously approved. <br /> <br /> WHEREAS, Beta Sigma House COrporation of Delta Delta <br />Delta Sorority has submitted an application for a special <br />permit to use the structure and property at 1541 Virginia <br />Avenue as a sorority house; and <br /> <br /> WHEREAS, following a joint public hearing before this <br />Council and the Planning Commission, duly advertised and <br />held on June 10, 1986, this Council finds that such use <br />will conform to the standards set forth in Section 31-28.1 <br />of the City Code and to the criteria applicable to special <br />permits generally under Chapter 31 of the City Code; now, <br />therefore, <br /> <br /> iBE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that a special permit is granted <br />pursuant to City Code Section 31-28, as amended, to use <br />the structure and property at 1541 Virginia Avenue, <br />identified on City Real Property Tax Map 9 as parcel 6, <br /> <br />273 <br /> <br /> <br />
